The monthly food allowance for drug addicts is equal to 0.8 of the current base salary. On holidays and New Year, drug addicts are allowed to eat no more than 3 times the usual standard; During Lunar New Year, drug addicts are allowed to eat no more than 5 times more than the usual standard; The diet for sick drug addicts is decided by the Director of the compulsory rehabilitation center according to the instructions of the treating medical staff, but must not be lower than 03 times the usual standard.

2. The annual cost of blankets, mosquito nets, mats, pillows, clothes, personal items and sanitary napkins for female drug addicts is equal to 0.9 of the current base salary.

3. The norms specified in Clause 1, Clause 2 of this Article are the minimum levels. Based on the specific conditions of each locality, the People's Committee submits to the Provincial People's Council to adjust the norms accordingly.

Based on the rehabilitation process specified in Chapter III of this Decree and the existing physical facilities and personnel conditions of the rehabilitation center, the Director of the compulsory rehabilitation center is required to develop and organize the implementation of the rehabilitation center's procedures and rehabilitation support services according to regulations.

What is medical examination and treatment for drug addicts in rehabilitation centers in Vietnam?

Pursuant to Article 67 of Decree 116/2021/ND-CP regulating medical examination and treatment regime as follows:

1. Rehabilitation centers are required to periodically organize health checks and examinations for drug addicts every six months and regularly take measures to prevent epidemics; Prevent and control HIV/AIDS infection and infectious diseases for drug addicts.

2. Sick drug addicts are treated at the medical room of the rehabilitation center. In case the drug addict becomes seriously ill beyond the treatment capacity of the rehabilitation center, he or she will be taken to the hospital or brought home to his or her family for treatment. The director of the drug rehabilitation center must report to the Department of Labor, War Invalids and Social Affairs and notify the drug addict's father, mother or guardian.

3. Payment of treatment costs:

a) In case the drug addict is suspended from execution and is sent back to his family for treatment, the family must pay the entire cost of medical examination and treatment.

b) In case the drug addict has health insurance, the cost of medical examination and treatment for the drug addict will be paid by health insurance according to regulations. In case the drug addict does not have health insurance, the cost of medical examination and treatment for the drug addict is guaranteed by the state budget in the cost estimate of the compulsory rehabilitation centers are required to directly pay hospital fees to the hospital where the drug addict is treated.

c) In case a drug addict is injured due to a work accident, natural disaster, or fire, the drug rehabilitation center must organize treatment and carry out procedures to implement the subsidy regime according to regulations.

4. During treatment at the hospital, the drug rehabilitation center is responsible for strict management and does not let drug addicts escape or violate the law. The drug addict's treatment time is counted in the time to comply with the decision. One day of treatment is counted as one day of implementing the decision.
