What are units of the Vietnam Journalists Sub-association?

Pursuant to Article 28 of the Charter of the Vietnam Journalists Association issued together with the Decision 375/QD-TTg in 2023 stipulating the Sub-association as follows:

Sub-association

1. A sub-association is a grassroots organization of the Association, including a sub-association affiliated to the Vietnam Journalists Association, a sub-association affiliated to an association and a journalist association of a province or central-affiliated city.

2. Press agency (with a publishing license from the Ministry of Information and Communications), the agency directing and managing the press and teaching journalism recognized by the State, the Office of the Provincial Journalists Association, central-affiliated city have 03 members or more and affiliates are allowed to set up journalists' associations.

3. The establishment, dissolution, and suspension of activities of the Vietnam Journalists Sub-association under the Vietnam Journalists Association shall be approved by the Association's Standing Board; Vietnam Journalists Association under the Journalists Associations of provinces and central-affiliated cities and journalists' unions under the Vietnam Journalists Association shall be decided by the Executive Board at their immediate superior and report to the Standing Board of the Vietnam Journalists Association.

4. The sub-association is under the direction of the Executive Committee of the immediate superior and the leadership of the Party organization and the press agency.

Thus, the Sub-association of Journalists includes:

- Sub-associations under the Vietnam Journalists Association;

- Sub-associations under the Union;

- Journalists Associations of provinces and central-affiliated cities.

What are tasks of the Vietnam Journalists Sub-association?

Pursuant to Article 29 of the Charter of the Vietnam Journalists Association issued together with the Decision 375/QD-TTg in 2023 stipulating tasks of the Congress of the Vietnam Journalists Sub-association as follows:

(1) Thoroughly grasp and implement the resolutions of the superior association.

(2) Create conditions for members to be fostered and improve their political, ideological, ethical and professional qualifications; take care of the material and spiritual life of members.

(3) Urge and inspect the implementation of the Association's Charter by its members, Regulations on professional ethics, Rules for using social networks by Vietnamese journalists and other tasks assigned by the Association.

(4) Develop members in accordance with the Association's Charter.

(5) Collect, pay and use membership fees according to regulations of the Executive Board of Vietnam Journalists Association.

(6) Consider membership status, propose the Association to reward and discipline members.

(7) Promulgate the Operation Regulation of the Secretariat, in charge of the Inspection.

How long is a term of office of the Vietnam Journalists Sub-association? What are tasks of the Congress of the Vietnam Journalists Sub-association?

Pursuant to Article 30 of the Charter of the Vietnam Journalists Association issued together with the Decision 375/QD-TTg in 2023 stipulating Vietnam Journalists Sub-association as follows:

Congress

1. The term of the Sub-association is 2.5 years. Meeting every 3 months.

2. The Congress of the Journalists' Association has the following duties: Understand and discuss the contents proposed by the Executive Board of the Vietnam Journalists Association and the superior association; summarize the activities of the branch and decide on the tasks of the next term; elect delegates to the superior General Meeting; elect the Secretariat. The elected candidate must have enough votes for more than half of the valid votes out of the total number of delegates participating in the election.

Decisions and resolutions of the General Meeting are adopted when more than half of the delegates present at the General Meeting vote in favor by secret ballot or by membership card. The regulation of the form of voting shall be decided by the General Meeting, except for the election of the Secretariat.

The number of members of the Secretariat of the branch is according to the guidance of the Standing Board of the Vietnam Journalists Association. The voting principle shall apply according to the provisions of Clause 6, Article 14 of this Charter.

3. The Secretariat elects the secretary, deputy secretary of the sub-association, and the officer in charge of inspection by secret ballot to manage the activities of the sub-association. The elected candidate must have enough votes for more than half of the valid votes out of the total number of delegates participating in the election.

Thus, the Vietnam Journalists Sub-association has a term of office of 2.5 years.

The Congress of Journalists Sub-association has the following tasks:

- Thoroughly grasp and discuss the contents proposed by the Executive Board of the Vietnam Journalists Association and the superior association;

- Summarize the activities of the branch and decide on the tasks of the next term;

- Elect delegates to the superior general meeting; Elect the Secretariat.
