Graduating from Journalism and Working as a Reporter at the Provincial Television Station: Eligibility for a Press Card?
As a television station reporter with a university degree in journalism, can you be issued a press card?
Pursuant to Clause 3, Article 26 of the 2016 Press Law, the following provisions are made:
Article 26. Subjects eligible for press card consideration
- Reporters and editors of press agencies and news agencies.
Pursuant to Clause 1, Article 27 of the 2016 Press Law, the following provisions are made:
Article 27. Conditions and standards for considering the issuance of a press card
- Individuals working at the press agencies specified in Clauses 1, 2, 3, and 4, Article 26 of this Law are eligible for a press card issuance and must meet the following conditions and standards:
a) Be a Vietnamese citizen with a permanent address in Vietnam;
b) Have a university degree or higher; in the case of ethnic minorities working on print publications, radio programs, television programs, or specialized pages of electronic newspapers in ethnic minority languages, must have an associate degree or higher;
c) For first-time press card issuance, must have continuously worked at the press agency requesting the press card for at least 02 years up to the time of press card consideration, except for the editor-in-chief of scientific journals and other cases as prescribed by law;
d) Be recommended by the press agency or the working agency for a press card issuance.
Therefore, in your case, you fall under those eligible for a press card issuance. However, to be issued the card, besides having a university degree which you have already met, you also need to meet other conditions stipulated in Clause 1, Article 27 of the 2016 Press Law to be eligible for the press card issuance.
Can a person without a university degree be issued a press card?
Pursuant to Point b, Clause 1, Article 27 of the 2016 Press Law, the following provisions are made:
Article 27. Conditions and standards for considering the issuance of a press card
- Individuals working at the press agencies specified in Clauses 1, 2, 3, and 4, Article 26 of this Law are eligible for a press card issuance and must meet the following conditions and standards:
b) Have a university degree or higher; in the case of ethnic minorities working on print publications, radio programs, television programs, or specialized pages of electronic newspapers in ethnic minority languages, must have an associate degree or higher;
Thus, in the case of ethnic minorities working on print publications, radio programs, television programs, or specialized pages of electronic newspapers in ethnic minority languages, the law requires at least an associate degree, not necessarily a university degree.
