Definition of Tourist Destination
What is a Tourist Site?
A tourist site is defined in Clause 7, Article 3 of the Tourism Law 2017 with the following content:
A tourist site is a place with tourism resources that have been invested in and exploited for serving tourists.
Additionally, this Article also prescribes some related definitions as follows:
- A tour program is a document that details the itinerary, services, and pre-determined prices for the tourists' journey from the starting point to the end of the trip.
- Tourism service business is the activity of creating, selling, and organizing the implementation of part or the entirety of the tour program for tourists.

Rights and Obligations of Organizations and Individuals Managing Tourist Sites
The rights and obligations of organizations and individuals managing tourist sites are stipulated in Article 28 of the Tourism Law 2017. To be specific:
- The dossier requesting the recognition of a national tourist area includes:
+ An application for recognition of the national tourist area as per the form prescribed by the Minister of Culture, Sports and Tourism;
+ An explanation of the conditions for recognizing the national tourist area as stipulated in Clause 2, Article 26 of this Law.
- The procedures, processes, and authority for recognizing a national tourist area are stipulated as follows:
+ The Provincial People's Committee submits 01 dossier to the Vietnam National Administration of Tourism;
+ Within 45 days from the date of receiving a valid dossier, the Vietnam National Administration of Tourism will appraise and submit it to the Minister of Culture, Sports and Tourism;
+ Within 15 days from the date of receiving the appraisal results, the Minister of Culture, Sports and Tourism will decide on the recognition and cooperate with the Provincial People's Committee to announce the national tourist area; in case of refusal, a written response stating the reasons must be provided.
- For a tourist area located within the territory of more than 02 provincial-level administrative units, the Ministry of Culture, Sports and Tourism will prepare a dossier requesting the recognition of the national tourist area and submit it to the Prime Minister of Vietnam for recognition.
- The person authorized to recognize the national tourist area shall revoke the recognition decision in such cases where the tourist area no longer meets the conditions stipulated in Clause 2, Article 26 of this Law.
