Criteria for evaluating and recognizing wards or commune-level towns as civilized urban areas in Vietnam
Based on Clause 1, Article 5 of the Regulation on criteria, procedures, and processes for evaluating and recognizing civilized urban areas issued along with Decision 04/2022/QD-TTg (effective from April 15, 2022), the evaluation criteria for recognizing wards or commune-level towns as civilized urban areas are prescribed as follows:
a) Criterion 1: Urban planning;
b) Criterion 2: Urban transportation;
c) Criterion 3: Urban environment and food safety;
d) Criterion 4: Urban security and order;
đ) Criterion 5: Urban information and communication;
e) Criterion 6: Employment, average income, and poverty levels in urban areas;
g) Criterion 7: Urban culture and sports;
h) Criterion 8: Urban healthcare and education;
i) Criterion 9: Political system and responsibilities of urban governance.
Conditions for recognition and re-recognition of wards or commune-level towns as civilized urban areas in Vietnam
Based on Clause 2, the conditions for recognition and re-recognition of wards or commune-level towns as civilized urban areas are as follows:
a) Registered as a ward or commune-level town achieving the standards of a civilized urban area with the district-level People's Committee;
b) Meet the criteria prescribed in Clause 1 of this Article (evaluation content as specified in Appendix I attached to this Regulation);
c) Registration period:
- 02 years, for initial recognition;
- 05 years, for re-recognition.
d) Have 90% or more of the residents satisfied and agree to propose the recognition of the ward or commune-level town as a civilized urban area.
