Certificate of TRKI Russian Language Proficiency Level Required for Issuance of International Tour Guide Card

Section 2 Article 59 of the 2017 Tourism Law prescribes the conditions for issuing an international tour guide card as follows:

- Conditions stipulated in points a, b, and c of Clause 1 of this Article;

- Graduate from college or higher in the field of tour guiding; in case of graduating from college or higher in another field, must have a certificate in international tour guiding operations;

- Proficient use of the foreign language registered for practice.

Regarding the regulation on proficient use of a foreign language, Article 13 of Circular 06/2017/TT-BVHTTDL, amended by Clause 10 Article 1 of Circular 13/2019/TT-BVHTTDL, provides guidance as follows:

A person proficient in a foreign language as stipulated at point c Clause 2 Article 59 of the Tourism Law is someone who meets one of the following standards:

a) Holding a college degree or higher in a foreign language major;

b) Holding a college degree or higher from a program conducted in a foreign language;

c) Holding a college degree or higher from a foreign country in a program conducted in the official language of that country. In case the training is conducted in a language other than the official language of that country, additional documents proving the language used for training are required;

d) Holding a level 4 or higher foreign language certificate according to the Six-level Framework of Foreign Language Proficiency applicable in Vietnam, or having a foreign language certificate meeting the requirements stipulated in Appendix I of this Circular that is still valid, issued by a competent organization or authority.

According to Appendix I of this Circular:

Thus, a TRKI Certificate at Level 3 or above is sufficient to qualify for an international tour guide card (for the foreign language registered for practice being Russian).
