Certificate of Russian TORFL at which level is sufficient to qualify for an international tour guide license?
Section 2, Article 59 of the Law on Tourism 2017 prescribes the conditions for issuing an international tour guide card as follows:
- Conditions stipulated in points a, b, and c of Clause 1 of this Article;
- Graduate from college or higher in the field of tour guiding; in case of graduating from college or higher in another field, must have a certificate in international tour guiding operations;
- Proficient use of the foreign language registered for practice.
Regarding the regulation on proficient use of a foreign language, Article 13 of Circular 06/2017/TT-BVHTTDL, amended by Clause 10, Article 1 of Circular 13/2019/TT-BVHTTDL, provides the following guidance:
A person who is proficient in a foreign language as prescribed in point c, Clause 2, Article 59 of the Law on Tourism is someone who meets one of the following standards:
a) Holds a college degree or higher in a foreign language;
b) Holds a college degree or higher under a training program conducted in a foreign language;
c) Holds a college degree or higher from abroad under a training program in the official language of the host country. In cases where the training is conducted in a language other than the official language of the host country, additional documentation proving that the language used for training is required;
d) Holds a foreign language certificate level 4 or higher according to the 6-level foreign language proficiency framework for Vietnam or has a foreign language certificate meeting the requirements as stipulated in Appendix I of this Circular that is still valid, issued by a competent authority or organization.
According to Appendix I of this Circular:

Thus, the TORFL Certificate level B2 is sufficient to qualify for an international tour guide card (for registering the practice language as Russian).
