Can my family be recognized as a poor household if my father has kidney failure?
According to Clause 1, Article 2 of Decree 07/2021/ND-CP, from January 1, 2021, the multi-dimensional poverty approach standard for the 2016-2020 period will continue to be implemented in accordance with Decision 59/2015/QD-TTg dated November 19, 2015, of the Prime Minister of the Government of Vietnam.
Referencing Article 2 of Decision 59/2015/QD-TTg, the criteria for determining poor households in 2021 are as follows:
* Rural areas: a household that meets one of the following two criteria:
- Having an average monthly income per capita of 700,000 VND or less;- Having an average monthly income per capita between over 700,000 VND and 1,000,000 VND and a deficit of 3 or more indicators measuring the degree of shortage in access to basic social services.
* Urban areas: a household that meets one of the following two criteria:
- Having an average monthly income per capita of 900,000 VND or less;- Having an average monthly income per capita between over 900,000 VND and 1,300,000 VND and a deficit of 3 or more indicators measuring the degree of shortage in access to basic social services.
Thus, the identification of poor households is based on the criteria of average monthly income per capita and the indicators measuring the degree of shortage in access to basic social services. Therefore, if your family meets the above criteria, it is classified as a poor household. Additionally, your father's kidney disease is not a criterion for this assessment.
