Basic Measures to Respond to Flash Floods and Landslides
Clause 1, Article 26 of the Law on Natural Disaster Prevention and Control 2013 stipulates the basic measures to respond to flash floods and landslides, including:
- Evacuate people from dangerous areas, places that do not ensure safety; focus on implementing safety measures for people, especially vulnerable groups in emergency natural disaster situations;
- Relocate boats, aquaculture vehicles on the sea, coastal areas, rivers out of dangerous areas; organize counting, guide mooring of boats, or implement other measures to ensure safety;
- Implement safety measures for houses, offices, hospitals, schools, warehouses, structures, and economic, security, defense facilities;
- Proactively implement measures to protect production;
- Inspect, detect, and handle incidents of natural disaster prevention and control projects, key economic - social and security, defense projects;
- Supervise, guide, and proactively implement restriction or prohibition of people and vehicles from entering dangerous areas on rivers, seas, deeply flooded areas, areas at risk of landslides due to rains or water flows, and other dangerous areas;
- Ensure transportation and communications meet the requirements for directing and commanding natural disaster prevention and control;
- Conduct search and rescue activities, treat injured people, support food, medicine, drinking water, and other essential supplies in isolated, severely flooded areas and evacuation sites;
- Ensure security, social order, safety, and protect the assets of the State and people in areas affected by natural disasters;
- Urgently mobilize and comply with the decisions directing, urgently mobilizing manpower, materials, vehicles, equipment, and essential supplies to promptly respond to natural disasters.
