Authority for Settling Funeral Cost Policies for Monthly Social Allowance Recipients?
According to Article 11 of Decree 20/2021/ND-CP regulating social assistance policies for social protection subjects, it is stipulated:
Article 11. Funeral cost support

Procedure for supporting funeral costs:
a) Individuals, agencies, or units organizing funerals for the subject shall prepare the documentation as stipulated in Clause 3 of this Article and submit it to the Chairman of the commune-level People’s Committee;
b) Within 02 working days from the date of receipt of the complete documentation, the Chairman of the commune-level People’s Committee shall send a proposal letter along with the documentation of the subject to the District Department of Labor, War Invalids, and Social Affairs;
c) Within 03 working days from the date of receipt of the chairman's letter of the commune-level People’s Committee, the District Department of Labor, War Invalids, and Social Affairs shall review and present it to the Chairman of the district-level People’s Committee to decide on the funeral cost support.
=> Hence, according to the above regulations, the Chairman of the commune-level People’s Committee has the authority to receive and process the funeral cost policies. The Chairman of the district-level People’s Committee has the authority to resolve these policies.
