Pursuant to Clause 1 and 2, Article 10 of the Law on Tourism in 2017 stipulating tourists in Vietnam as follows:
1. Tourists include domestic tourists, inbound tourists and outbound tourists.
2. Domestic tourists are Vietnamese citizens and foreigners permanently residing in Vietnam who travel within the territory of Vietnam for tourism purposes.
Above are regulations on tourists in Vietnam. Apart from Vietnamese citizens, domestic tourists also include foreigners permanently residing in Vietnam who travel within the territory of Vietnam for tourism purposes.
What are cases of revocation of tour guide card in Vietnam?
When shall tour guide card in Vietnam be revoked?

Pursuant to Clause 1 Article 64 of the Law on Tourism in 2017 stipulating as follows:
The tour guide card shall be revoked if the tour guide commits one of the following acts:
- Cause harm to national sovereignty and interests, national defense and security;
- Allow another person to use the tour guide card to practice;
- Fail to meet the conditions for practice and issuance of tour guide cards as prescribed by this Law;
- Forge the application for issuance, replacement and reissuance of the tour guide card.
What level of Japanese language certificate is eligible to be issued with an international tour guide card in Vietnam?

Answer:
Pursuant to Clause 2 Article 59 of the Law on Tourism in 2017 stipulating conditions for issuance of the tour guide card as follows:
To obtain the international tour guide card, a person shall:
- satisfy the conditions prescribed in Points a, b and c, Clause 1 of this Article;
- hold a college degree or higher in tour guiding; in case of a college degree or higher in another major, a certificate of training in domestic tour guiding is required;
- have a good command of the foreign language registered.
Pursuant to Article 13 of the Circular 06/2017/TT-BVHTTDL (amended by Clause 10 Article 1 of the Circular 13/2019/TT-BVHTTDL) stipulating foreign language proficiency standards to be satisfied by tour guides as follows:
The person who has a good command of a foreign language as prescribed in Point c, Clause 2, Article 59 of the Law on Tourism shall satisfy one of the following standards:
- He/she holds an associate degree or higher in a foreign language;
- He/she has completed an associate degree or higher training program designed in a foreign language;
- He/she graduates college-level or higher in another country under a training program in the official language of the home country. In case of training by a language other than the official language of the home country, attach documents proving the language he/she is trained in;
- He/she holds a certficate of foreign language proficiency at at least level 4 of Vietnam’s language proficiency framework or a valid certificate satisfactory to regulations set forth under Annex I of this Circular issued by a competent organization or agency.
