On September 30, 2024, the Government of Vietnam issued Decree 118/2024/ND-CP detailing the Law on Execution of Criminal Judgments in Vietnam.
Decree 118/2024/ND-CP applies to:
- Inmates, students executing judicial measures for education at reformatory schools.
- Criminal sentence execution management agencies, criminal sentence execution agencies, agencies assigned some tasks of criminal sentence execution.
- Other relevant agencies, organizations, and individuals.
Decree 118/2024/ND-CP will take effect in Vietnam from November 15, 2024

From November 15, 2024, what are regulations on regime for board for inmates in Vietnam?
Pursuant to Article 7 of Decree 118/2024/ND-CP on the regime for board for inmates in Vietnam
Article 7. Regime for board for inmates in Vietnam
1. Inmates are ensured by the State, with a monthly standard ration including:
a) 17 kg of plain rice;
b) 15 kg of vegetables;
c) 01 kg of pork;
d) 01 kg of fish;

Thus, the monthly regime for board for inmates in Vietnam are stipulated as follows:
- 17 kg of plain rice
- 15 kg of vegetables
- 01 kg of pork
- 01 kg of fish
- 0.5 kg of sugar
- 0.75 liters of fish sauce
- 0.2 liters of cooking oil
- 0.1 kg of monosodium glutamate
- 0.5 kg of salt
- Other spices: equivalent to 0.5 kg of plain rice
- Fuel: equivalent to 17 kg of firewood or 15 kg of coal
Food, rations, and fuel ensure quality and have average prices according to local market prices.
On holidays and according to legal regulations, inmates are allowed additional food, not exceeding 05 times the regular daily food standard.
inmates engaged in heavy, hazardous, and dangerous occupations as listed by law will have their food quantity increased but not exceeding 02 times the regular daily food standard.
Based on the requirement to ensure inmates' health during detention, labor, and study at criminal execution places, the warden of the detention facility may decide to adjust the food quantity accordingly for inmates to consume their full standard ration.
In addition to the above food standards, inmates can use their gifts and money to purchase additional food, not exceeding 03 times the food ration in 01 month per prisoner, through the deposit and canteen system serving inmates at the detention center.
How often are inmates allowed to meet relatives in Vietnam?
According to Article 52 of the Law on Criminal Sentencing Execution 2019, the policies on meeting and receiving gifts for inmates are stipulated as follows:
Article 52. Regime for visits of relatives and receipt of presents
1. Inmates are allowed to meet relatives 01 time per month, each meeting lasting no more than 01 hour. Based on the results of sentence execution classification, rehabilitation education needs, labor, and study achievements of the prisoner, the prison warden or the head of the criminal sentence execution agency at the district level may decide to extend the meeting time but not exceeding 03 hours or allow meeting with a spouse in a private room for up to 24 hours. inmates receiving commendations or merit may meet relatives an additional 01 time per month.
inmates who violate detention facility regulations may meet relatives 01 time every 02 months, each meeting not exceeding 01 hour.
2. In the case of representatives of agencies, organizations, or other individuals requesting to meet with inmates, the prison warden or the head of the criminal sentence execution agency at the district level shall consider and decide.

According to the above regulation, inmates are allowed to meet relatives 01 time per month, each meeting not exceeding 01 hour.
In cases where inmates receive commendations or merit, they may meet relatives an additional 01 time per month.
inmates who violate detention facility regulations may meet relatives 01 time every 02 months, each meeting not exceeding 01 hour.
