Regulations on the Minutes of Execution of the Death Penalty
According to Article 11 of Joint Circular 02/2020/TTLT-BCA-BQP-BYT-BNG-TANDTC-VKSNDTC, the provisions on the execution record of the death penalty are as follows:
The clerk of the Execution Council for the death penalty is responsible for preparing the record to document all developments of the execution of the death penalty.
The execution record of the death penalty must ensure the following contents:
The record must clearly state the hour, date, month, year, place of execution of the death penalty, and location where the record was made; actions taken according to the legal sequence and procedures, and the situation and developments during the execution of the death penalty.
The record must be read to the Execution Council of the death penalty and those witnessing. Members of the Execution Council for the death penalty and witnesses must sign the record. If there are differing opinions or disagreements with the content of the record, they have the right to note their comments in the record and sign.
