Based on the provisions of Article 4 of Circular 14/2020/TT-BCA, the subjects allowed to meet prisoners are as follows:

1. Relatives who are allowed to visit prisoners include: grandparents, natural parents, step-parents, adoptive parents, spouses, natural children, daughters-in-law, sons-in-law, adopted children, siblings, siblings-in-law, aunts, uncles, cousins. The maximum number of relatives allowed to visit a prisoner at a time is three. In special cases, due to the need for education and rehabilitation, the head of the prison facility may decide to increase the number of relatives allowed to visit the prisoner to no more than five, but must ensure that the prisoner's meeting with relatives does not affect the security and safety of the prison facility.

2. In cases where representatives of agencies, organizations, or other individuals request to meet with a prisoner, the head of the prison facility shall review and resolve the request if it is deemed to be in the legitimate interests of the prisoner as well as the requirements for the management, education, and rehabilitation of prisoners and crime prevention.

Based on the regulations above, individuals other than relatives may be allowed to meet with prisoners if the head of the prison facility agrees.

What are the responsibilities of prisoners and visitors in Vietnam?

Based on the provisions of Article 6 of Circular 14/2020/TT-BCA, the responsibilities of prisoners and visitors in Vietnam are as follows:

1. When meeting with relatives, representatives of agencies, organizations, or other individuals, prisoners must wear neat and clean long-sleeved clothes provided by the prison facility (in case the prisoner has just arrived to serve his sentence and has not been issued clothes, he is allowed to wear normal long-sleeved clothes but must be stamped according to the prison facility's regulations); strictly comply with the regulations of the prison facility, the regulations of the Meeting House for Prisoners, and follow the instructions of the responsible officers in organizing prisoners to meet with relatives, representatives of agencies, organizations, or other individuals.

2. Relatives, representatives of agencies, organizations, or other individuals who come to meet prisoners must strictly comply with the law, the regulations of the Meeting House for Prisoners, the regulations of the prison facility, and follow the instructions of the on-duty officers and other responsible officers. Relatives, individuals; representatives of agencies and organizations are not allowed to bring into the Meeting House for Prisoners any items on the list of prohibited items as regulated by the Ministry of Public Security. If sending items for prisoners, they must declare them on the prisoner's item sending form and commit to taking legal responsibility for the items sent. For cases of meeting in a private room, only clothes, towels, toothbrushes, toothpaste, plastic combs, drinking water, contraceptives, and sexually transmitted disease prevention tools are allowed for the case of meeting with a spouse.

3. When communicating, the person coming to meet the prisoner and the prisoner must use the Vietnamese language, except for ethnic minorities and foreigners who do not know Vietnamese, they are allowed to use other languages. People with limited hearing and speaking abilities are allowed to use sign language or communication devices but must be checked by the responsible officer before use.
