When can anonymous prepaid cards be used?
According to Article 1 of Circular 28/2019/TT-NHNN (Effective from April 1, 2020), this content is regulated as follows:
Anonymous prepaid cards are only to be used for payment of lawful goods and services at card acceptance devices at points of sale within the territory of Vietnam; they are not to be used for card transactions in online environments, mobile application programs, and cannot be used for cash withdrawal. The replenishment of funds into anonymous prepaid cards must comply with the provisions of Clause 2, Article 14 of this Circular.
