Requirements for Cameras Installed at ATM Stations
At Article 9 of Circular 47/2014/TT-NHNN, there are regulations on the requirements for ATM system monitoring and security:
Requirements for ATM System Monitoring and Security
- Organizations providing ATM services must equip centralized management software to fully and promptly monitor the status of ATMs.
- Organizations providing ATM services must implement technical and administrative measures to strictly manage the ATM system, promptly detect any unauthorized access, unauthorized installation of card information copying devices, or recording of user operations.
+ Have a transaction monitoring system in the card payment system, continuously monitor to detect suspicious card payment transactions, and fraud based on time, geographical location, transaction frequency, transaction amount, excessive incorrect PIN entries, and other abnormal signs for prompt resolution and warning to cardholders;
+ Recorded images from cameras must be clear enough to meet the requirements for dispute resolution and complaints.
- Log data on ATMs must be readily accessible for at least 03 months and stored for at least 01 year.
- Organizations providing ATM services must ensure other safety requirements for ATM operations in accordance with the regulations of the State Bank of Vietnam on the equipment, management, operation, and safety assurance of ATM operations.
=> Thus, according to the aforementioned regulations, there is no law specifying where cameras must be installed at the ATM stand. However, when installing cameras, they must provide clear enough images to meet the requirements for dispute resolution and complaints.
