Based on Clause 2, Article 16 of Circular 08/2022/TT-NHNN (Effective from September 1, 2022), the principles of preparing and submitting ad hoc macroprudential supervision reports are specified as follows:
- Principles for preparing and submitting ad hoc macroprudential supervision reports:
a) Ad hoc macroprudential supervision reports must be prepared when the unit conducting macroprudential supervision detects risks that affect the safety or pose a risk of causing a banking crisis of the system, a group of credit institutions, or foreign bank branches, or when required by the Governor of the State Bank;
b) Ad hoc macroprudential supervision reports are approved and submitted to the competent authority according to the following principles:
(i) The ad hoc macroprudential supervision report must be approved by the Leadership of the unit conducting macroprudential supervision;
(ii) If the ad hoc macroprudential supervision report is prepared at the request of the Governor, it must be submitted to the Governor of the State Bank for review and processing;
(iii) Based on the recommendations in the ad hoc macroprudential supervision report and the authority to resolve recommendations as prescribed by law, the ad hoc macroprudential supervision report must be submitted to the competent authority for review and decision.
Principles of Preparing and Submitting Periodic Macroprudential Supervision Reports
According to Clause 3, Article 16 of Circular 08/2022/TT-NHNN (Effective from September 1, 2022), the principles of preparing and submitting periodic macroprudential supervision reports are specified as follows:
- Principles for preparing and submitting periodic macroprudential supervision reports:
a) The semi-annual macroprudential supervision report must be completed before August 31 of the year. The annual macroprudential supervision report must be completed before April 15 of the following year;
b) Periodic macroprudential supervision reports are approved and submitted to the competent authority according to the following principles:
(i) The macroprudential supervision report must be approved by the Leadership of the unit conducting macroprudential supervision and submitted to the Leadership of the Inspection and Supervision Agency and the Board of Directors of the State Bank for reporting;
(ii) In cases where the macroprudential supervision report recommends measures for handling by the competent authority as prescribed by law, the macroprudential supervision report must be submitted to that competent authority for review and decision.
