Opening a Bank Account: Is It Necessary to Bring a Household Registration Book?
According to Clause 7, Article 1, Circular 02/2019/TT-NHNN guiding the opening and use of payment accounts at payment service providers, as follows:
For individual payment accounts:
- The application form for opening a payment account established according to the template of the bank, the branch of the foreign bank where the account is opened, and in accordance with the provisions of Clause 1, Article 13 of this Circular;
- Citizen identification card or identity card or valid passport, birth certificate (for individuals who are Vietnamese citizens under 14 years old), entry visa or documents proving exemption from entry visa (for individuals who are foreign nationals) of the account holder;
- In the case of individuals opening payment accounts through guardians, legal representatives, in addition to the documents specified in points a and b of Clause 1 of this Article, the account opening dossier must also include the valid citizen identification card or identity card or passport of the guardian, legal representative, and documents proving the legal representative status of that person for the account holder.
Therefore, based on the above regulation, when opening an ATM card (individual payment account), it is not necessary to bring the household registration book. You only need to prepare a valid citizen identification card/identity card and an application form for opening the account (provided by the Bank).
