What are prohibited acts regarding issuance and use of Vietnamese banknotes?
Pursuant to Article 23 of the Law on the State Bank of Vietnam in 2010 stipulating prohibited acts as follows:
Prohibited acts
1. Making counterfeit money: transporting, storing and circulating counterfeit money;
2. Illegally destroying money;
3. Refusing to receive or circulate money issued by the State Bank which are qualified for circulation.
4. Other prohibited acts as prescribed by law.
As regulations above, prohibited acts regarding issuance and use of Vietnamese banknotes are:
- Making counterfeit money: transporting, storing and circulating counterfeit money;
- Illegally destroying money;
- Refusing to receive or circulate money issued by the State Bank which are qualified for circulation.
- Other prohibited acts as prescribed by law.
Instructions to distinguish real and fake Vietnamese banknotes by hands or eyes
To avoid the risk of receiving counterfeit money, you need to clearly understand the security features of money and have the habit of checking money when making transactions. Here are some quick ways to check by hand or with the naked eye to distinguish real money from fake money:
Checking the money printing polymer material
- Real coins are printed on polymer material, with high elasticity and durability.
Therefore, you can test the elasticity by holding the bill in the palm of your hand and when opened, the bill will spring back to its original state as before holding it.
Check the durability by pulling and slightly tearing the edge of the bill (be careful not to pull or tear the money at the torn position). It will be difficult to tear and stretch.
- Counterfeit money is mainly printed on nylon, so it does not have the characteristic elasticity and durability like real money.
When grasping the note in the palm of the hand and opening it, it will not be elastic to its original state as before; When pulling, slightly tearing at the edge of the bill will easily be stretched or torn.
Look at the bill in front of a light source, check for silhouettes and positioning patterns
-Real money:
+ Sunken silhouette (left side of the front or right side of the back of the bill): clearly visible from both sides of the bill, expressed with many delicate and bright white lines.
For denominations from 20,000 VND to 500,000 VND is the portrait of President Ho Chi Minh; The face value of 10,000 VND is the image of One Pillar Pagoda.
+ Positioning image sees images on two closely matched surfaces, forming a complete image, the white slots are even.
For denominations of VND 10,000 and VND 20,000: the upper left side of the front or the upper right side of the back of the bill;
For denominations of VND 50,000-500,000: the top right of the front or the top left of the back of the bill
- Counterfeit money, sunken silhouette is only simulated image, not sophisticated; the positioning shape does not match, the white slots are not equal.
Lightly swipe the front of the bill, check the embossed elements
At locations with embossed elements, the embossment and roughness of the print will be felt, such as:
+ Portrait of President Ho Chi Minh
+ Coat of arms
+ denominations in numbers and words
+ The words "SOCIALIST REPUBLIC OF VIETNAM".
In counterfeit money, there is only a smooth feeling or a feeling of hand ripple but not as buoyant and rough as real money.
Tilt the bill, check for discolored ink (OVI), iriodin strip
- Real money:
+ Color-changing ink is only available in 3 denominations of 500,000 VND, 200,000 VND and 100,000 VND (500,000 VND; 200,000 VND: bottom, left; 100,000 VND: top right of the front of the bill).
When tilting the bill and observing, you will see the ink change color from yellow to green or vice versa.
+ The iriodin strip is only available in denominations of VND 500,000, VND 200.00, VND 100,000, VND 20,000 and VND 10,000, is a yellow stripe running along the banknote and placed on the back of the note; Only the face value of 100,000 VND is placed on the front of the bill.
When you tilt the banknote, you will see a sparkling metallic iriodin strip, with denomination numbers or patterns on the strip.
- Counterfeit money, counterfeiting the color-changing ink element (OVI) but not changing color, or changing color but not the right color like in real money; no iriodin strip or fake printing but not sparkling like real money.
Check the hidden image element (DOE) in the small window
- Real money:
+ The small window is only available in 4 denominations of 500,000 VND, 200,000 VND, 100,000 VND and 50,000 VND, is a transparent plastic background detail and placed on the upper left of the front or the upper right of the back of the bill.
When you bring the small window close to your eyes, look through the window to a suitable light source (can be a fire, incandescent light bulb, street light, phone flash) and you will see images appear around the bright source.
Note that for old bills, small windows often have many scratches, which will affect the quality of the image.
- Counterfeit money, in the small window there are no hidden image elements.

What are penalties for transport of counterfeit money in Vietnam?
Pursuant to Article 207 of the Criminal Code in 2015 stipulating production, possession, transport of counterfeit money as follows:
- Any person who produces, possesses or transports counterfeit money shall face a penalty of 03 - 07 years' imprisonment.
- If value of counterfeit money is from VND 5,000,000 to under VND 50,000,000, the offender shall face a penalty of 05 - 12 years' imprisonment.
- If value of counterfeit money is ≥ VND 50,000,000, the offender shall face a penalty of 10 - 20 years' imprisonment or life imprisonment.
- A person who prepares for the commission of this offence shall face a penalty of up to 03 years' community sentence or 01 - 03 years' imprisonment.
- The offender might also be liable to a fine of from VND 10,000,000 to VND 100,000,000 or have all or part of his/her property confiscated.
