How to Know the Phone Number of the Account Holder When You Know the Account Number?

Thus, credit institutions will ensure the confidentiality of customer information and are not allowed to provide customer information to other organizations and individuals except in cases where there is a request from competent state agencies in accordance with the law or with the customer's consent.

Therefore, you cannot know the phone number of the account holder through their bank account number without the consent of the bank account holder.
