How much is the fine for printing images of Vietnamese currency on clothing?

According to Clause 3, Article 3 of Decision 130/2003/QD-TTg, it is strictly prohibited to:

Reproduce Vietnamese currency for any purpose without prior written approval from the State Bank.

Clause 4, Article 31 of Decree 88/2019/ND-CP stipulates penalties for this act as follows:

A fine ranging from VND 40,000,000 to VND 50,000,000 shall be imposed for the act of reproducing, printing, or using the design, partial or complete imagery, details, and patterns of Vietnamese currency, in violation of the law.

=> Thus, printing images of Vietnamese currency on clothing constitutes a violation of the law, and shall be subject to a fine ranging from VND 40,000,000 to VND 50,000,000 (This fine is applicable to individuals - Point b, Clause 3, Article 3 of Decree 88).

Furthermore, all clothing items printed with images of Vietnamese currency shall be confiscated and any illegal profits derived from the sale of such clothing shall be remitted to the state budget (Clause 5 and Point c, Clause 6, Article 31 of Decree 88).

Is it permissible to print Vietnamese currency on red envelopes?

According to the provisions of Clause 3, Article 3 of Decision 130/2003/QD-TTg regarding the protection of Vietnamese currency, the act of reproducing Vietnamese currency for any purpose without prior written approval from the State Bank is strictly prohibited.

Hence, in principle, without prior written approval from the State Bank, no individual or organization is permitted to reproduce Vietnamese currency for any purpose. Similarly, printing images of Vietnamese currency on red envelopes, without written approval from the State Bank, is deemed a breach of legal provisions.

According to Clause 4, Article 31 of Decree 88/2019/ND-CP, it is stipulated: A fine ranging from VND 40,000,000 to VND 50,000,000 shall be imposed for the act of reproducing, printing, or using the design, partial or complete imagery, details, and patterns of Vietnamese currency, in violation of the law. (This fine is applicable to individuals in violation; for organizations, the fine is doubled as per Point b, Clause 3, Article 3 of this Decree).

Simultaneously, the confiscation and destruction of all materials and means used to commit the violation, and the remittance of illegal profits derived from the violation to the state budget shall be enforced (Clause 5, Points b and c, Clause 6 of this Article).
