Pursuant to Article 11 of Decree 119/2024/ND-CP which stipulates the opening of a traffic account:
Article 11. Opening of traffic accounts
1. The road use payment service provider opens a traffic account and provides access to the electronic payment application for road traffic to the vehicle owner upon the first time attaching the terminal tag.
2. At the time of conducting an electronic payment transaction for road traffic, the traffic account is only connected to one non-cash payment means as regulated by banking law to perform electronic payment for road traffic. The non-cash payment means is provided by the organization supplying non-cash payment means through a service contract with the electronic traffic payment service provider.
3. Each traffic account can be used to pay for multiple vehicles owned by the vehicle owner; each vehicle can only receive payment from a single traffic account.
4. Entities eligible to open a traffic account include:
a) Individual vehicle owners with full civil act capacity as prescribed by law;
b) Vehicle owners that are organizations formed and operating legally according to the law.

What are cases of closing traffic accounts in Vietnam?
Pursuant to Article 14 of Decree 119/2024/ND-CP which stipulates that the road use payment service provider closes the traffic account in the following cases:
- Upon the request to close the traffic account by the account holder or the guardian, legal representative of the traffic account holder and the traffic account holder has fulfilled all related obligations
- The traffic account holder is an individual who has died, been declared dead, or missing; the traffic account holder is an organization that has ceased operations, is bankrupt, or dissolved in accordance with the law
- Other cases of account closure according to the agreement between the road use payment service provider and the traffic account holder
- The traffic account holder engages in any prohibited behavior in electronic traffic payment activities or violates the agreement on opening and using the traffic account with the road use payment service provider
- Other cases as prescribed by law
What are cases of locking traffic accounts in Vietnam?
Pursuant to Article 13 of Decree 119/2024/ND-CP which details the locking of a traffic account in Vietnam:
Article 13. Locking a traffic account
1. Locking a traffic account upon the request of the account holder
a) The road use payment service provider locks the traffic account upon the request of the account holder or the guardian, legal representative of the account holder or in accordance with a prior written agreement between the account holder and the road use payment service provider, except as stipulated in point b of this clause.
b) The road use payment service provider denies the request to lock the traffic account if the account holder has not cleared the debt owed to the road use payment service provider or the electronic road traffic payment provider. Debt information is synchronized from the electronic road traffic payment database management system.
c) The locking period of the traffic account is determined by the request of the account holder or the guardian, legal representative of the account holder or written agreement between the account holder and the electronic traffic payment service provider.
2. Locking the traffic account by a written order from a competent authority as prescribed by law
a) The road use payment service provider executes the locking of the traffic account upon a written order from a competent authority as prescribed by law.
b) Immediately after locking the traffic account, the road use payment service provider must inform the account holder or the guardian, legal representative of the account holder of the reason for the lock.
c) The locking period for the traffic account is determined by the request from the competent authority in the written order to lock the traffic account or in the order to terminate the lock.
Thus, the traffic account is locked in the following cases:
