Can Torn Money Without Serial Numbers Be Exchanged?
According to Point a, Clause 2, Article 4 of Circular 25/2013/TT-NHNN, money that is torn due to subjective reasons is considered unfit for circulation.
And according to Point b, Clause 2, Article 6 of this Circular, the conditions for exchanging money that is unfit for circulation are stipulated as follows: in the case where the banknote is burned, punctured, or torn with part of it missing, the remaining area must be equal to or greater than 60% of the area of the same type of banknote;
Based on the condition of your banknote in accordance with this regulation, if the remaining part of your banknote is equal to or greater than 60% of the area of the same type of banknote, you can bring it to the State Bank for exchange. (Whether the banknote's serial number is intact or not is not a condition for considering an exchange).
