Can individuals aged 15 use supplementary credit cards?
According to Article 1 of Circular 28/2019/TT-NHNN (Effective from April 01, 2020):
Amendment to point b, clause 3, Article 16 as follows:
Persons from 15 years old to under 18 years old who are not deprived of or restricted in civil act capacity may use debit cards, credit cards, and prepaid cards.
According to this regulation, hereafter, supplementary cardholders are permitted to use the card as specifically designated by the principal cardholder but only within the following stipulated scope (Article 1 Circular 28/2019/TT-NHNN and Article 16 Circular 19/2016/TT-NHNN):
- Persons from 18 years old and above with full civil act capacity as prescribed by law may use debit cards, credit cards, and prepaid cards;
- Persons from 15 years old to under 18 years old who are not deprived of or restricted in civil act capacity may use debit cards, credit cards, and prepaid cards;
- Persons from 6 years old to under 15 years old who are not deprived of or restricted in civil act capacity and have the written consent of their legal representative regarding card usage may use debit cards and prepaid cards.
Thus, from April 01, 2020, persons aged 15 and above are allowed to use supplementary credit cards.
