Can an Individual Without Identification Documents Open a Bank Account?
Paragraph 7, Article 1 of Circular 02/2019/TT-NHNN amending Circular 23/2014/TT-NHNN guiding the opening and use of payment accounts at payment service providers issued by the State Bank of Vietnam stipulates the required documents for opening an account as follows:
- For individual payment accounts:
a) An application to open a payment account made according to the bank's form, the foreign bank branch where the account is opened, and in accordance with the provisions of Clause 1, Article 13 of this Circular.
b) A valid citizen identity card or ID card or passport, birth certificate (for individuals who are Vietnamese citizens under 14 years old), entry visa, or documents proving visa exemption (for individuals who are foreigners) of the account holder.
c) In case an individual opens a payment account through a guardian or legal representative, in addition to the documents mentioned at points a and b of Clause 1 of this Article, the account opening documents must include a valid citizen identity card or ID card or passport of the guardian, legal representative, and documents proving the legal representative status of that person for the account holder.
=> Thus, according to the above regulations, to open a bank account, the account holder must have a valid citizen identity card or ID card or passport. It is unclear which personal document you are referring to, but one of the above documents is required.
