Can a 6-Year-Old Child Use an ATM Card?
According to the regulations at Point c Clause 3 Article 16 Circular 19/2016/TT-NHNN stipulates:
For supplementary cardholders:
Supplementary cardholders are allowed to use the card as specifically designated by the primary cardholder but only within the following scope:
a) Persons aged 18 or older with full civil act capacity as prescribed by law are allowed to use debit cards, credit cards, and prepaid cards;
b) Persons aged 15 to under 18 years old who are not deprived of or restricted in their civil act capacity and are allowed by their legal representative in writing to use debit cards, credit cards, and prepaid cards;
c) Persons aged 6 to under 15 years old who are not deprived of or restricted in their civil act capacity and are allowed by their legal representative in writing to use debit cards that do not have overdraft facilities, and prepaid cards.
Thus, children are permitted to use ATM cards when they are at least 6 years old and are not deprived of or restricted in their civil act capacity, and with written consent from their legal representative, they are allowed to use debit cards that do not have overdraft facilities, and prepaid cards.
However, the type of card that children are allowed to use is a supplementary card, not a primary card. Therefore, the primary cardholder bears full responsibility for all risks when allowing children to use the supplementary card, such as loss of card, forgetting the card, children's use of the card for payments, etc.
