Pursuant to Article 17 of the Decree 164/2018/NĐ-CP stipulating responsibilities for making, adjusting and submitting the plan in combining socio-economic with national defense and vice versa in Vietnam as follows:

1. The Ministry of National Defense shall prepare, adjust and submit to the Prime Minister for approval a master plan in conformity with the national master plan, the strategy, the socio-economic development plan and the national defense strategy in the future. Each of period.

The provincial-level military command shall prepare, adjust and submit to the Commander of the Military Zone for approval a detailed plan suitable to the district-level socio-economic development plan and project in the province; provincial-level sectoral development plans and projects under the approving competence of provincial-level People's Committee chairpersons, except for key defense districts.

2. Main contents of the plan

a) Analysis and assessment of the current situation and forecast of defense needs in peacetime, national defense emergencies, and war situations;

b) Analyze and forecast socio-economic development trends, scientific and technological advances that directly affect the ability to combine national defense with socio-economic development in peacetime or in a state of emergency. national defense, state of war;

c) The guiding viewpoints, objectives and requirements of combining national defense with socio-economic conditions in peacetime, national defense emergency, and state of war;

d) Propose an overall plan to ensure the content of combining national defense with socio-economic situation in peacetime, national defense emergency, war situation;

dd) Determine specific tasks, priority tasks, order of work steps to ensure the content of combining national defense with socio-economic conditions in peacetime, national defense emergency, state of war; painting;

e) Identify policies and resources to achieve the planned objectives; programs and projects that need to be prioritized for development to ensure the effective implementation of the plan.

3. The content of the detailed plan aims to concretize the guidelines, orientations, contents, tasks, solutions and resources identified in the master plan; consistent with regional, provincial, urban and rural planning; consistent with socio-economic development plans and projects of provinces, districts, special administrative-economic units, border areas, islands and strategic areas.

What are procedures for the planning of combining socio-economic with national defense and vice versa in Vietnam?

Pursuant to Article 19 of the Decree 164/2018/NĐ-CP stipulating procedures for the planning of combining socio-economic with national defense and vice versa in Vietnam as follows:

1. The planning agency shall assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in, elaborating the planning tasks and reporting to competent authorities for approval; The lead agency proposes the guiding views, objectives, orientations, priority order, solutions and resources to develop the plan, and sends it to relevant ministries, branches and localities.

2. Ministries, branches and localities shall coordinate in proposing relevant contents to include in the plan and send it to the agency in charge of planning; the agency in charge of synthesizing and finalizing the plan sends it to the concerned ministries, branches and localities for comments; accept, explain and complete submission to competent authorities for consideration and decision.

3. Dossier of a plan to be approved by a competent authority includes: A written request for plan approval; draft plan; draft decision document or plan approval; report summarizing opinions of ministries, branches and localities and relevant documents.

Pursuant to Article 20 of the Decree 164/2018/NĐ-CP stipulating the authority to approve the plan in combining socio-economic with national defense and vice versa in Vietnam as follows:

1. The Prime Minister approves the master plan on defense needs and the ability to combine defense with socio-economic in peacetime, national defense emergency, and state of war.

2. The Minister of National Defense approves the detailed plan on defense needs and the ability to combine defense with socio-economic in peacetime, national defense emergency, and state of war caused by the Military Zone. and the Hanoi Capital Command to build in accordance with the master plan approved by the Prime Minister.

3. The Commander of the Military Zone approves the detailed plan on defense needs and the ability to combine national defense with the socio-economic situation in peacetime, national defense emergency, and state of war prepared by the provincial military Command in accordance with the detailed plan approved by the Minister of National Defense.
