a) Restructuring the agricultural sector

Perfect mechanisms and policies, create new impetus for the development of agriculture, farmers and rural areas; encourage and support all economic sectors to invest in agriculture and rural areas; innovate and develop appropriate and effective forms of advanced production organization, expand the production of goods. Encourage the development of green, clean agriculture, ecological agriculture, organic agriculture, high-tech, smart agriculture, and climate change adaptation. Promote cooperation and association between 04 houses (State, farmers, scientists, entrepreneurs) to associate production with processing, distribution and consumption. Prioritize the formation and development of enterprises and cooperatives applying advanced management technology, capable of organizing linkages in production and consumption of products for farmers in concentrated production areas.

Develop increasingly modern agricultural and rural infrastructure; promote the development of agricultural mechanization and agro-processing industry, post-harvest preservation technology, development of supporting industries and logistics services for agriculture. Promote labor restructuring in agriculture and rural areas; improve the quality of training high-quality human resources. Step up trade promotion and develop consumption markets; brand a number of agricultural, forestry and fishery products of Vietnam in the international market; strongly develop e-commerce in agriculture.

b) Restructuring the industry

Focus on promoting innovation and digital transformation in the industry; fully exploit the achievements of the Fourth Industrial Revolution to digitize and digitize production and business methods in order to increase productivity, quality, and use resources and energy economically and efficiently associated with environmental protection and adaptation to climate change.

Continue to develop some fundamental industries such as: energy industry, mechanical engineering, metallurgy, chemicals, fertilizers, new materials, pharmaceutical industry. Prioritize the development of a number of spearhead industries, new technologies, high technologies and supporting industries; rapidly develop high-value-added industries and move to high-value-added stages in global and regional value chains.

Build and develop specialized industry clusters; pilot a number of industrial clusters according to competitive advantages, specialization and value chains.

c) Restructuring service industries

Promote restructuring of service industries based on modern and digital technology. Developing digital ecosystems to serve as the foundation for the development of digital society and digital economy; developing e-commerce, effectively exploiting electronic payment methods and new payment means and services. High focus on trade remedies to protect production and consumer interests.

Concentrate resources on developing a number of potential service industries with high knowledge and technology content. Attract private investment in spearhead and key service industries. Focus on forming a system of strong logistics centers, especially in the field of aviation and maritime. Effectively exploit the domestic market; develop policies to support enterprises to apply digital technology solutions for product traceability. Upgrade and perfect the wholesale infrastructure system, develop distribution enterprises to associate circulation with production.

Step up the restructuring of the tourism industry, to develop a variety of tourism products to ensure professionalism and modernity; focus on solving bottlenecks in tourism infrastructure. Have policies to promote tourism associated with conservation and sustainable development of traditional culture. Strongly develop health services, education, culture and sports to become important economic sectors. Develop cultural industries with focus, based on creativity with cultural inheritance, national quintessence, science and technology and intellectual property rights; exploit the economic factors of cultural values ​​to the fullest extent, ensure the consistency and synchronism among industries, stages of creation, production, distribution and consumption. Forming a legal framework for the development of a carbon credit exchange market, an exchange based on blockchain technology (blockchain) to promote the development of ecosystem services and promote the restoration of ecosystems and biodiversity.
