Supervision of the Recall, Counting, Invalidating, and Sealing of Unsold Lottery Tickets and Stubs – Regulations and Procedures.
Monitoring the retrieval, counting, invalidation, and sealing of unsold lottery tickets, as stipulated in Article 13 of Circular 22/2021/TT-BTC, specifically:
Based on the actual business operations, if necessary, the lottery company proposes for approval from the Lottery Supervision Council:
- Establishment and dissolution of the Lottery Supervision Board in certain districts. The composition of the Lottery Supervision Board in certain districts includes representatives from the lottery company and representatives from district-level agencies (People's Committee, Finance, Police, Inspectorate, Justice) (if any). The duties and powers of the Lottery Supervision Board in certain districts are specified in the operational regulations of the Lottery Supervision Council.
- Authorization for other provincial or city-level lottery companies to retrieve, count, invalidate, and seal unsold lottery tickets before the draw time outside the province or city before transporting the tickets back to the headquarters for re-counting, ensuring the following principles:
+ The retrieval, counting, invalidation, and sealing of unsold lottery tickets before the draw time must be carried out in accordance with the procedures specified in the lottery company's ticket retrieval regulations and in compliance with the laws governing the lottery business;
+ Clearly define the responsibilities and powers of the parties involved in the process of retrieving, counting, invalidating, and sealing unsold lottery tickets before the draw time.
