Procedure for Issuance of Real Estate Brokerage Practice Certificate
Legal Basis: The Real Estate Business Law 2014 and Circular 11/2015/TT-BXD.
1. Conditions:
An individual is granted a real estate brokerage practice certificate when satisfying the following conditions:
- Possesses full civil act capacity;
- Has a high school diploma or higher;
- Passed the real estate brokerage knowledge assessment, specifically:
+ The basic knowledge exam with a score of 70 or above (on a 100-point scale)
+ The specialized knowledge exam with a score of 70 or above (on a 100-point scale)
2. Document Composition:
- 01 Exam registration form with a 4x6cm color photo taken within 6 months up to the date of exam registration (as per the form in Appendix 1 of Circular 11/2015/TT-BXD).
- 01 Certified copy of the Identity Card for Vietnamese or passport for foreigners (or a copy with the original for comparison).
- 01 Certified copy of the certificate of completion of the real estate brokerage knowledge training course (if available).
- Certified copy of a high school diploma (or equivalent) or higher.
- 02 color photos sized 4x6cm taken within 6 months up to the date of exam registration, 02 envelopes with stamps clearly stating the name, phone number, address of the recipient.
- Certified copy and certified translation of foreign-issued certificates (for foreigners and Vietnamese who have real estate brokerage practice certificates issued by foreign countries still valid).
- Result of the certification examination with a basic knowledge score of 70 or above (on a 100-point scale); specialized knowledge score of 70 or above (on a 100-point scale).
3. Execution Process:
- The Chairperson of the Exam Council reports to the Director of the Department of Construction about the organization of the exam and approves the exam results as proposed by the organizing unit;
- Based on the report of the Chairperson of the Exam Council and the exam results approved by the Chairperson, the Director of the Department of Construction approves the list of individuals granted certificates (as per the form in Appendix 3a of Circular 11/2015/TT-BXD);
- Based on the approval decision of the list of certified individuals, the exam organizing unit is responsible for transferring copies of the exams and dossiers of those individuals to the Department of Construction to issue certificates.
Within 10 working days from the date of receiving a complete valid dossier, the Department of Construction organizes the printing and issuance of certificates;
- The Department of Construction is responsible for keeping the dossier of the person granted the certificate for 10 years from the issuance date.
4. Issuing Authority: Department of Construction.
5. Resolution Timeframe: 10 working days from the date of receiving a complete valid dossier.
6. Fees: 200,000 VND/Certificate.
7. Certificate Validity Period: 5 years.
