What are regulations on the color and serial number of the license plate according to the identification of domestic agency or individual in Vietnam?
Pursuant to Clause 5, Article 37 of Circular 24/2023/TT-BCA stipulating regulations on the color and serial number of license plates of domestic agencies, organizations and individuals as follows:
(1) Car license plate with blue background, white letters and numbers uses one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, M
- Vehicles of Party agencies; Office of the President; Office of the National Assembly and agencies of the National Assembly; Offices of the National Assembly Delegation, People's Councils at all levels; the Central Steering Committees;
- People's Public Security, People's Court, People's Procuracy; ministries, ministerial-level agencies, agencies attached to the Government;
- National Traffic Safety Committee; People's Committees at all levels and specialized agencies under the People's Committees of provinces and districts;
- Socio-political organizations (including Vietnam Fatherland Front, Vietnam Trade Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Union);
- Public non-business units, except for the public driving test training center; The project management board has the function of state management;
(2) Motorcycle license plate with blue background, white letters and numbers uses one of the following 11 letters: A, B, C, D, E, F, G, H, K , L, M combined with 1 natural digit from 1 to 9
Issued to vehicles of the subjects in Section (1);
(3) Car license plate with white background, black letters and numbers uses one of the following 20 letters: A, B, C, D, E, F, G, H, K , L, M, N, P, S, T, U, V, X, Y, Z
Issued to vehicles of domestic organizations and individuals that are not subject to Section (1);
(4) Motorcycle license plate with white background, black letters and numbers uses one of the following 20 letters: A, B, C, D, E, F, G, H, K , L, M, N, P, S, T, U, V, X, Y, Z combined with one of 20 letters A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z
Issued to vehicles of domestic organizations and individuals that are not specified in item (1);
(5) Car license plate with yellow background, black letters and numbers uses one of the following 20 letters in turn: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z:

(6) Number plates of cars and motorbikes with yellow background, red letters and numbers, with registered local symbols and two initials of the economic zone according to the Government's regulations;
Some cases have their own serial number, including:
- License plate with the symbol "CD" issued to: Special-use cars, including special-use motorbikes of the People's Public Security force used for security purposes;
- License plates with the symbol "KT" issued to vehicles of military enterprises, at the request of the Department of Motor Vehicles;
- License plate with the symbol "RM" issued to trailers and semi-trailers;
- License plate with the symbol "MK" issued to the tractor;
- License plate with the symbol "TD" issued to vehicles manufactured and assembled in the country, permitted by the Prime Minister for pilot implementation, including 4-wheel passenger vehicles with engines, 4-wheel cargo vehicles with engine mount;
- License plate with the symbol "HC" granted to cars with a limited operating range;
Vehicles with similar structure to any type of vehicle shall be issued with the registration license plate of that vehicle.
What is the time limit to change the identification license plate in Vietnam?
Pursuant to Article 7 of Circular 24/2023/TT-BCA stipulating the deadline for processing vehicle registration as follows:
Vehicle registration processing deadline
1. Issuance of vehicle registration certificates: No more than 02 working days from the date of receipt of complete and valid dossiers, except in case of re-grant of vehicle registration certificates, verification must be carried out as prescribed in Clause 2 of this Article.
2. The time limit for verifying the loss of the vehicle registration certificate when processing the procedures for re-issuance of the vehicle registration certificate is 30 days; the time limit for verification shall not be included in the time limit for re-issuance of the vehicle registration certificate as prescribed in Clause 1 of this Article.
3. Issuance of identification license plates for the first time: Issued immediately after receiving valid vehicle registration documents.
4. Issuance of license plate change, license plate re-issue, license plate of winning car at auction, re-issue of identification license plate: No more than 07 working days from the date of receipt of complete and valid dossier.

Pursuant to Section I of this schedule, the People’s Councils of Hanoi and Ho Chi Minh city shall specify the rate of charges commensurate with local circumstances.
Note: An organization or individual shall pay charges for registration and license plate of a vehicle at the rate defined for the zone where they currently reside. The organization shall pay charges according to the zone where its headquarter defined in the registration certificate is based while the individual shall pay charges according to his permanent address.
The charges on security-dedicated police automobiles and motorcycles registered in Zone I or with the Traffic Police Department shall adopt the rate imposed in Zone I. The granting of new registration and license plate shall be charged at the minimum rate defined in Section I of the schedule.
