The registration fee in Vietnam is calculated based on the base price for calculation of the registration fee and the registration fee rate.
1. Base price:
Pursuant to Clause 3 Article 1 of the Decree 20/2019/ND-CP:
- The registration fee calculation price for assets being automobiles, and similar vehicles (hereinafter referred to as “automobiles”) and motorcycles prescribed in Clauses 6 and 7 Article 2 hereof (except for trailers or semi-trailers drawn by automobiles) shall be the price in the decision on the table of registration fee calculation prices (hereinafter referred to as “the Table”) promulgated by the Ministry of Finance.
- A registration fee calculation price in the Table is determined on the principle that it is relevant to the actual market-based transfer price at the time of compilation of the Table.
The actual market transfer price for each type of automobile or motorcycle (based on the vehicle type in the case of an automobile) is based on the database prescribed in Clause 2 of this Article.
Pursuant to Point d Clause 3 Article 3 of the Circular 301/2016/TT-BTC:
The base price of a used asset (except the used assets imported directly and initially registered for use at the registration charge defined pursuant to Point a.3 of this Section) shall be founded on the past period of use and remaining value of such asset.
The remaining value of the asset shall be equal to its value in new condition multiplied with the ratio of its remaining quality, where:
The ratio (%) of the asset's remaining quality upon its registration is determined in the following manner:
- In new condition: 100%.
- It has been used for 1 year: 90%
- It has been used for more than 1 to 3 years: 70%
- It has been used for more than 3 to 6 years: 50%
- It has been used for more than 6 to 10 years: 30%
- It has been used for more than 10 years: 20%
The period of use of a used asset shall span from the year of manufacture to the year of declaration of the registration charge.
2. Registration fee rate (%)
Pursuant to Clause 2 Article 1 of the Decree 20/2019/ND-CP stipulating registration fee rate:
Passenger cars with 09 seats or fewer, pick-up trucks with the allowable payload of less than 1,500 kg and with 5 seats or fewer, and vans with the allowable payload of less than 1,500 kg and with 5 seats or fewer, to which the re-registration fee rate of 2% applies nationwide.
In your case, you can use the following formula to determine the specific amount of registration fee to be paid:
- Amount of registration fee = New car value X Percentage of remaining quality of the car X Registration fee rate
Where:
- New car value corresponding to your car type: The price published by the Ministry of Finance according to the regulations in Decision 618/QD-BTC in 2019.
- Percentage of remaining quality of the car (70% as the car has been used for 2 year)
- Registration fee rate: For used cars, it is 2% applied nationwide.
