What Fees are Required When Purchasing a New Car?

1. Registration Fee:
Cars carrying up to 9 people are subject to the first-time registration fee at a rate of 10%. In cases where it is necessary to apply a higher rate to suit local conditions, the Provincial or Municipal People's Council may decide to increase the rate, but not exceeding 50% of the general prescribed rate.
2. Fee for Issuing Registration Certificate and License Plate:
As you mentioned purchasing the vehicle for family use rather than for business purposes, and you have permanent residence (HKTT) in District 3, Ho Chi Minh City, you belong to Area I. According to regulations, passenger cars with fewer than 10 seats (including the driver) not engaged in passenger transport business must pay a fee ranging from 2,000,000 to 20,000,000 VND.
3. Compulsory Civil Liability Insurance Fee:
You plan to purchase a 7-seater vehicle. According to regulations, for passenger cars with 6 to 11 seats not engaged in transport business, the compulsory civil liability insurance fee for the vehicle owner is 794,000 VND (including VAT). However, each insurance company may have different charges, but they are all lower than this stipulated rate due to business and management factors.
4. Road Use Fee:
Vehicles carrying fewer than 10 passengers registered under an individual’s name must pay 130,000 VND per month.
For new, unused cars with an inspection period of more than 1 year (with cycles of 18, 24, and 30 months), the vehicle owner must pay the road use fee annually (12 months), or for the entire inspection period (18, 24, and 30 months).
