At Article 11 of the Regulations on the Management, Use of Uniforms and Cards of the Tax Sector, issued together with Decision 1054/QĐ-TCT in 2021, the use of security uniforms in the tax sector is regulated as follows:
1. Security forces use uniforms in accordance with the provisions of Circular No. 08/2016/TT-BCA dated February 16, 2016 of the Ministry of Public Security on uniforms for security forces of agencies and enterprises and any supplementary or replacement documents (if any).
2. Security forces in the tax sector working in offices must all wear uniforms in accordance with the regulations of the Ministry of Public Security.

What are regulations on the use of uniforms for people working under the contract of employment and wearing civilian clothes in the tax sector in Vietnam?
At Article 12 of the Regulations on the Management, Use of Uniforms and Cards of the Tax Sector, issued together with Decision 1054/QĐ-TCT in 2021, the use of uniforms for people working under the contract of employment of the tax sector is regulated as follows:
1. Contract workers use uniforms in accordance with the provisions of Decision No. 1898/QD-TCT dated October 24, 2013 of the Director General of the General Department of Taxation on uniforms for people working under the contract of employment under Decree No. 68/2000/NĐ-CP and any supplementary or replacement documents (if any).
2. Contract workers in the tax sector working in offices must all wear contract labor uniforms in accordance with the regulations of the tax sector.
At Article 13 of the Regulations on the Management, Use of Uniforms and Cards of the Tax Sector, issued together with Decision 1054/QĐ-TCT in 2021, the regulations on wearing civilian clothes in the tax sector are as follows:
1. Some cases allowed to wear civilian clothes when performing official duties:
Carrying out tax sector tasks that require confidentiality.
Tax officials attending classes, training courses, or training courses organized by outside the tax sector or within the tax sector (if there is no requirement to wear tax uniforms).
Tax officials who are pregnant from the third month onwards until their child is 6 months old.
Officials (other than the days specified for wearing tax uniforms) in Clause 2, Article 4 of this Regulation.
Officials who have not been granted tax uniforms.2. When wearing civilian clothes, it must comply with the regulations on civilized office culture and the ethics of civil servants of the state, of the Ministry of Finance, of the tax sector, and be in accordance with the traditional culture of the Vietnamese people. The heads of tax authorities at all levels shall specifically regulate the wearing of civilian clothes of tax officials.
What are regulations on the taxpayer card of the tax sector in Vietnam?
At Article 14 of the Regulations on the Management, Use of Uniforms and Cards of the Tax Sector, issued together with Decision 1054/QĐ-TCT in 2021, the regulations on the tax sector's civil servant card are as follows:
1. Issuing, using, and preserving cards:
a) Issuing cards: Civil servants and contract workers in the tax sector are issued cards in accordance with the unified model specified by the Ministry of Home Affairs or the competent authority on the regulation of card models.
b) Using cards:
- Civil servant cards are used as access cards to the agency, as specified for each eligible recipient.
- Wearing cards: For civil servants specified in Article 13 of this Regulation when performing their duties at the office, they must wear the unified card at the position above the left chest (or a chest strap) inside the agency (including cases of coming to the office to work outside of working hours, holidays).
c) Civil servants and contract workers must keep and preserve their cards. It is strictly prohibited to lend cards or use cards for other purposes.
2. Replacing and withdrawing cards:
a) Civil servants who are appointed, resigned, dismissed, removed from office, or changed civil service ranks will be issued new cards and return their old cards.
b) The directly managing unit of civil servants and contract workers when retiring, leaving, transferring to another agency must withdraw the civil servant card again.
c) Civil servants and contract workers who lose or damage their cards must report in writing, with confirmation from the head of the unit, and send it to the card-making unit (unit) to make a new card and bear the cost of making the card.
