The Grandchild of a Person Who Participated in the Resistance and Was Affected by Toxic Chemicals: Is Tuition Exemption Available?

Does the grandchild of a person who participated in the resistance and was affected by chemical toxins qualify for a tuition fee exemption?

Clause 1, Article 15 of Decree 81/2021/ND-CP stipulates subjects eligible for tuition fee exemption:

Subjects as prescribed in the Ordinance on Preferences for Persons with Meritorious Services to the Revolution if they are studying at educational institutions within the national education system.

According to the 2020 Ordinance on Preferences for Persons with Meritorious Services to the Revolution, persons with meritorious services to the revolution and their relatives are the subjects stipulated in this Ordinance.

Persons with meritorious services to the revolution include:

...

i) Persons engaged in the resistance who were exposed to toxic chemicals;

...

Relatives of persons with meritorious services to the revolution include biological fathers, biological mothers, spouses, children (biological children, adopted children), and persons who nurtured martyrs.

...

Therefore, it can be seen that the relatives of persons engaged in the resistance who were exposed to toxic chemicals (persons with meritorious services to the revolution) include biological children and adopted children, but do not include grandchildren. Hence, the grandchildren of persons engaged in the resistance who were exposed to toxic chemicals (persons with meritorious services to the revolution) will not be eligible for tuition fee exemption.
