Is There a Tuition Fee Reduction for Online University Programs?
According to Clauses 1 and 5, Article 11 of Decree 81/2021/ND-CP (Effective from October 15, 2021), the regulations are as follows:
Article 11. Tuition fees for higher education
- Tuition fee ceiling for the academic year 2021 - 2022:
The tuition fee ceiling for the academic year 2021 - 2022 for training programs of public higher education institutions is applied based on the tuition fee ceiling of public higher education institutions as prescribed by the State for the academic year 2020 - 2021, as specifically follows:
a) Tuition fee ceiling for undergraduate training programs at public higher education institutions that have not yet secured regular expenses and investment as follows:

- In the case of online learning, higher education institutions determine tuition fees based on actual reasonable incurred costs, but not exceeding the tuition fees of the corresponding higher education institutions for each field according to the level of autonomy.
=> Therefore, according to the above regulations, there is no specific provision for tuition fee reduction if studying online. In the case of online learning, higher education institutions will determine the tuition fee based on actual incurred costs during higher education.
