Is the fee for changing a name high?
Section 2c, Article 5 of Circular 85/2019/TT-BTC stipulates:
Civil status fees are charges levied on individuals handled by competent state agencies for civil status-related tasks as prescribed by law, excluding the issuance of copies of civil status extracts (fees for exploitation and use of information in the civil status database as prescribed in Circular No. 281/2016/TT-BTC dated November 14, 2016, of the Ministry of Finance).
- Civil status fees for civil status registration at the People's Committees of communes, wards, commune-level towns include: Birth registration (including: delayed birth registration, re-registration of birth, birth registration for individuals having existing personal records and documents); death registration (including: delayed death registration, re-registration of death); marriage (re-registration of marriage); recognition of parent-child relationships; changes and corrections of civil status for individuals under 14 years old residing domestically; additional civil status registration for Vietnamese citizens residing domestically; issuance of marital status certificates; confirmation or recording of other civil status events in the Civil Status Register; other civil status registrations.

And according to Article 3 of Circular 85/2019/TT-BTC:
Civil status fees fall under the list of fees under the authority of the Provincial People's Council.
Thus, civil status fees are determined by the Provincial People's Council, depending on the specific conditions and situation of each locality. Each province will have different fee levels for changing names.
