On December 13, 2023, the Government issued Decree 90/2023/ND-CP (effective from February 1, 2024) regulating collection rates, collection, payment, exemption, management and use regimes. road use fees.

- The fee for 01 month of the 2nd year (from the 13th to the 24th month from registration and fee payment) is equal to 92% of the fee for 01 month in the Table above.
- The fee for 01 month of the 3rd year (from the 25th to 36th month of the province from registration and fee payment) is equal to 85% of the fee for 01 month in the Table mentioned above.
- The fee calculation time according to the above Schedule is calculated from the time of vehicle registration, excluding the time of the previous registration cycle. In case the vehicle owner has not paid the fee of the previous cycle, he/she must additionally pay the fee of the previous cycle, the amount payable = 01 month's fee x Number of months payable of the previous cycle.
- Total mass is: Total mass allowed to participate in traffic recorded on the vehicle's inspection certificate.

In case the fee amount to be paid is an odd amount, the fee collection organization will round up the number according to the principle that odd fee amounts under 500 VND are rounded down, odd fee amounts from 500 VND to under 1,000 VND are rounded up to 1,000 VND.
When is time to calculate road use tolls in Vietnam?
Article 6 of Decree 90/2023/ND-CP (effective from February 1, 2024) stipulates method of calculating and paying road use fees as follows:
Method of calculating and paying fees
1. For cars of organizations and individuals registered in Vietnam (except for cars of defense forces and police specified in Clause 2 of this Article).
For cars inspected for the first time, the time to calculate road use fees is from the date the vehicle is issued an Inspection Certificate. For cars that are renovated, converted in function or converted in ownership from an organization to an individual (and vice versa), the fee is calculated from the date of conversion in function or ownership according to the Certificate of Registration.
Road use fees are calculated by year, month or by car inspection period. The registration unit issues road use fee payment stamps corresponding to the fee payment time. As follows:
a) Calculate and pay fees according to the inspection cycle
a.1) For cars with an inspection cycle of 01 year or less: Vehicle owners must pay road use fees for the entire inspection cycle and be issued a corresponding road use fee payment stamp. fee payment time.
a.2) For cars with inspection cycles of more than 1 year (18 months, 24 months and 36 months): Vehicle owners must pay road use fees annually (12 months) or for the entire cycle (18 months, 24 months and 36 months).

Thus, the road user toll rate in Vietnam is calculated from the following time:
- For cars inspected for the first time:

Fee payers and fee collection organizations
1. Organizations and individuals that own, use or manage vehicles (hereinafter collectively referred to as vehicle owners) subject to road use fees as prescribed in Article 2 of this Decree are payers of road use fees.
2. Fee collection organizations include:
a) Vietnam Road Department collects tolls for cars of defense forces and police.
b) Registry units collect fees for cars of organizations and individuals registered in Vietnam (except for cars of defense forces and police specified in point a of this clause). The Vietnam Register summarizes the fees collected by registration units, declares and pays fees according to regulations.
Thus, organizations with authority to collect road traffic use fees in Vietnam include:
- Vietnam Road Department collects fees for cars of defense forces and police.
