On November 28, 2023, the Minister of Construction issued Decision 1191/QD-BXD in 2023 promulgating regulations on testing costs to issue construction practice certificates.

Specifically, the examination fee to issue a construction practice certificate from November 28, 2023 is prescribed as follows:

- The testing fee is calculated based on the individual's test and is determined to be 350,000 VND/test.

- In addition to the above testing costs, professional social organizations recognized as eligible for granting practice certificates shall set their own fee rates to serve the assessment of applications for practice certificates of participating individuals but do not exceed the fee for issuance of construction practice certificate according to regulations of the Ministry of Finance and publicly list according to regulations.

What are costs of agencies or organizations that have authority to perform testing in Vietnam?

In Article 2 of the Regulations on testing costs to issue construction practice certificates issued with Decision 1191/QD-BXD in 2023, there are regulations on testing costs to issue construction practice certificates as follows: after:

Costs for testing to issue construction practice certificates

1. Testing costs are a set amount of money that individuals must pay when participating in testing for issuance of construction practice certificates, to offset the costs of organizing the testing.

2. Individuals participating in the test must pay the test fee once before participating in the test. Testing costs are not refundable in any case.

3. Testing fees are collected and used to pay for testing activities of competent agencies/organizations, including:

a) Travel, accommodation, and room expenses for individuals participating in the test;

b) Expenses for organizing the examination include: the cost of renting the hall, computer room, mid-hour refreshments and other expenses directly related to the organization of the examination;

c) Stationery, photocopying, and printing costs for testing;

d) Costs of management and operation of the software system;

d) Costs for developing, updating, and supplementing sets of multiple-choice questions to serve the practice certificate exam;

Thus, testing costs are used to pay for the costs of agencies/organizations competent to perform testing including:

- Travel, accommodation, and room expenses for individuals participating in the examination;

- Expenses for organizing the examination include: the cost of renting the hall, computer room, mid-hour refreshments and other expenses directly related to the organization of the examination;

- Management and operating costs of the software system;

What are regulations on management and use of construction practice certificate testing costs in Vietnam?

In Article 4 of the Regulations on testing costs for granting construction practice certificates issued with Decision 1191/QD-BXD in 2023, there are regulations on the management and use of testing costs as follows:

- The agency/organization that organizes the testing work is responsible for developing and promulgating regulations on collection, just to manage and use testing costs economically, ensuring operational efficiency of the testing records, in accordance with the provisions of law.

- After each test (no more than 10 days from the date of the test), the agency/organization collecting testing fees is responsible for:

Transfer the costs of managing and operating the software system and the costs of building, updating and supplementing multiple-choice question sets for practice certificate testing to the Department of Construction Management - Ministry of Construction for Payment to the unit that manages and operates the software and serves the work of building, updating, and supplementing multiple-choice question sets, specifically as follows:

+ The cost of managing and operating the software system is 60,000 VND/test;

+ The cost of developing, updating, and supplementing the set of multiple-choice questions for the practice certificate exam is 35,000 VND/test.

- The agency/organization collecting and using testing costs shall declare and settle testing costs according to the provisions of law.
