From October 10, 2024, who are exempt from expressway use fees in Vietnam?
Based on Article 6 of Decree 130/2024/ND-CP stipulating the entities exempt from expressway use fees for expressways owned and directly managed and exploited by the State in Vietnam, include:
[1] Ambulances.
[2] Fire engines of the Fire Prevention, Fighting and Rescue Police Force and other forces mobilized to perform firefighting tasks with priority signals as prescribed by law.
[3] Special vehicles serving national defense, including vehicles with license plates: Red background, white embossed letters and numbers with national defense-specific equipment (including: tankers, cranes, troop transport vehicles understood as vehicles carrying 12 or more people, covered transport vehicles with seats installed in the cargo area, control vehicles, military inspection vehicles, prisoner transport vehicles, rescue vehicles, satellite communication vehicles, and other special-purpose vehicles for national defense), vehicles on emergency missions using one of the priority signals as prescribed by law during emergency tasks.
[4] Special vehicles of units under the organizational system of the People's Police Force include:
- Traffic patrol cars of traffic police with features: a rotating light on the car roof and the inscription "CẢNH SÁT GIAO THÔNG" on both sides of the vehicle;
- Police 113 cars with the inscription "CẢNH SÁT 113" on both sides of the vehicle;
- Mobile police cars with the inscription "CẢNH SÁT CƠ ĐỘNG" on both sides of the vehicle;
- Transport vehicles with seats in the Cargo area of the People's Police Force on duty;
- Prisoner transport vehicles, rescue vehicles, and other specialized vehicles of the People's Police Force;
- Specialized vehicles (satellite communication vehicle, bulletproof vehicle, anti-terrorism and anti-riot vehicles, and other special vehicles of the People's Police Force);
- Vehicles of the Police Force on emergency missions using priority signals as prescribed by law.
[5] Specialized vehicles for funeral services, including:
- Vehicles specifically designed for funeral services (including: hearses, refrigerated trucks used for storing and transporting bodies);
- Vehicles related to funeral services (including: passenger vehicles accompanying hearses, flower transport vehicles, photo escort vehicles) that are solely used for funeral activities with vehicle registration certificates in the name of the funeral service unit.
The funeral service unit must declare and commit that these vehicle types are only utilized for funeral activities and submit to the electronic payment service provider (specifying the number of vehicles, license plates by vehicle type).
[6] Convoys escorted by traffic police vehicles.
[7] National defense vehicles participating in drills, force maneuvers, transportation of weapons, equipment with military specialized escort vehicles.
[8] Police, national defense vehicles using national road tickets
[9] Dike patrol vehicles; vehicles on missions against flooding under the orders of the competent authority.
[10] Vehicles performing tasks transporting medicines, machinery, equipment, materials, goods to areas affected by disasters or to regions with epidemics as prescribed by law in case of major disasters, dangerous epidemics.

Which vehicles are eligible for national road tickets in Vietnam?
Based on Article 8 of Decree 130/2024/ND-CP regulating the toll receipts on expressways, national road tickets for automobiles of national defense and police in Vietnam:
Article 8. Toll receipts on expressways, national road tickets for automobiles of national defense and police
- The toll receipt on expressways is issued as an electronic receipt according to the law on electronic receipts.
- The national road toll ticket is specifically applied to automobiles of national defense and police that have paid road use fees collected at the vehicle's head for automobiles, including:
a) The national road toll ticket applies to vehicles within the Ministry of Defense bearing the red background license plate, white letters and numbers, and not applicable to vehicles bearing other license plates (even Ministry of Defense vehicles not with red background plates). The national road toll ticket applies to defense vehicles including the following information: Issuing agency is the Vietnam Roads Administration; type of vehicle used (comprising two types: tickets for military passenger cars and military cargo vehicles); ticket size is 12 cm x 8 cm; ticket background color is red, letters and numbers are white; license plate number;

Thus, the national road toll ticket specifically applies to automobiles of national defense and police that have paid highway toll fees collected at the vehicle’s head, including:
[1] Vehicles within the Ministry of Defense bearing the red background license plate, white letters and numbers, not applicable to vehicles bearing other license plates (even vehicles of the Ministry of Defense not with red background plates).
The national road toll ticket applies to defense vehicles including the following information:
- Issuing agency is the Vietnam Roads Administration
- Type of vehicle used (comprising two types: tickets for military passenger cars and military cargo vehicles)
- Ticket size is 12 cm x 8 cm
- Ticket background color is red, letters and numbers are white
- License plate number
[2] The national road toll ticket applies to vehicles of the Ministry of Public Security including the following information:
- Issuing agency is the Vietnam Roads Administration
- Type of vehicle used includes 02 types (under 7-seater vehicles and vehicles with 7 or more seats, passenger buses, cargo vehicles, specialized vehicles)
- Ticket size is 12 cm x 8 cm
- Ticket background color is yellow with a red bar running vertically along the ticket at the 1/3 position from left to right, letters and numbers are black
- License plate number
What does land for constructing expressway infrastructure include?
Based on Article 44 of the Road Law 2024 regulating general provisions for expressways:
Article 44. General provisions for expressways
- Expressway (hereinafter referred to as highway) is a technical grade of the road, only for certain types of motor vehicles, specialized motorbikes to participate in traffic as prescribed by law, with a dividing strip separating the two driving directions distinctly, no level crossings with other roads, only for entrance and exit at designated points, with protective fences, service equipment, ensuring continuous, safe traffic, reducing journey times.
- Highways belong to the national highway, provincial roads, urban roads determined in the road network planning, road infrastructure planning, regional planning, provincial planning, urban planning, or special administrative-economic unit planning.
- Land for constructing expressway infrastructure includes:
a) Land specified at points a and b of clause 1, Article 13 of this Law;
b) Land for constructing traffic management and operation centers on the expressway.
Thus, land for constructing expressway infrastructure includes:
- Land designated for road infrastructure includes:
+ Land of the road includes the land for constructing road works and the land for protecting and maintaining roads
+ Land for building bus stations; parking lots; stopping, parking points; rest stations; auxiliary works serving for road activities
- Land for constructing traffic management and operation centers on the expressway.
Note: Road Law 2024 is effective in Vietnam from January 1, 2025
