Conversion from Barcoded Identity Cards (CCCD) to Chip-Based Identity Cards (CCCD): Are There Any Fees Involved?
The issuance of chip-based Citizen Identification Cards has been implemented from January 1, 2021. In case you need to convert from a barcode Citizen Identification Card to a chip-based Citizen Identification Card, you will have to pay a fee as stipulated. To be specific:
According to Clause 2, Article 4 of Circular 59/2019/TT-BTC, the fee for exchanging a Citizen Identification Card when it is damaged and unusable; changing information on surname, middle name, first name; physical characteristics; redefining gender, hometown; errors in information on the card; or upon citizen's request is 50,000 VND per Citizen Identification Card.
According to Article 1 of Circular 112/2020/TT-BTC, from January 1, 2021, until the end of June 30, 2021, the fee for issuing a Citizen Identification Card is as follows:
Equal to 50% of the fee stipulated in Article 4 of Circular 59/2019/TT-BTC dated August 30, 2019, of the Ministry of Finance, which prescribes the fee amounts, collection, remittance, and management of the Citizen Identification Card issuance fee.
Therefore, converting from a barcode Citizen Identification Card to a chip-based Citizen Identification Card will incur a fee of 25,000 VND per card (from 01/01-30/06/2020). From July 1, 2021, the fee will be 50,000 VND per card.
