Note:

- The fee rate for the second year (from the 13th to the 24th month counted from the registration and fee payment) is 92% of the monthly fee in the aforementioned schedule.

- The fee rate for the third year (from the 25th to the 36th month counted from the registration and fee payment) is 85% of the monthly fee in the aforementioned schedule.

- The fee is calculated based on the schedule mentioned above starting from the vehicle registration date, excluding the time of the previous inspection cycle. In case the vehicle owner has not paid the fee for the previous cycle, they must pay the additional fee for the previous cycle, with the amount to be paid equal to the fee rate for one month multiplied by the number of months to be paid for the previous cycle.

- The total weight is the weight allowed for traffic participation as stated on the vehicle's certification of inspection.

Which fee-paying subjects for road usage are exempt from road usage fees in Vietnam?

According to Article 2 of Decree 90/2023/ND-CP, the subjects liable for fees are as follows:

Fee-paying subjects:

1. The fee-paying subjects for road usage are motor vehicles registered (with vehicle registration certificate and license plate), inspected for circulation (issued with Technical Safety and Environmental Protection Certificate), including: cars, tractor units, and similar vehicles (collectively referred to as automobiles).

2. The cars as specified in this paragraph shall be exempt from road usage fees in the following cases:

a) Damaged due to accidents or natural disasters.

b) Confiscated or revoked registration certificates, license plates.

c) Damaged to the extent that they cannot continue to operate and require repairs for more than 30 days.

d) Commercial transport vehicles belonging to enterprises, cooperatives, cooperative alliances engaged in transport business (collectively referred to as enterprises) temporarily suspended from circulation for more than 30 days.

Therefore, motor vehicles registered and inspected for circulation on the road are exempt from road usage fees in the following cases:

- Damaged due to accidents or natural disasters.

- Confiscated or revoked registration certificates, license plates.

- Damaged to the extent that they cannot continue to operate and require repairs for more than 30 days.

- Commercial transport vehicles belonging to enterprises, cooperatives, cooperative alliances engaged in transport business temporarily suspended from circulation for more than 30 days.

- Vehicles of enterprises that do not participate in traffic, do not use roads within the road traffic system, or vehicles that are currently participating in traffic and using roads within the road traffic system but have switched to not participating in traffic and not using roads within the road traffic system, only used within the following areas:

+ Driver training centers.

+ Railway stations.

+ Ports.

+ Mineral exploitation areas.

+ Areas of agricultural, forestry, aquaculture production and processing.

+ Construction sites (transportation, irrigation, energy).

- Vehicles registered and inspected in Vietnam but operating continuously in foreign countries for more than 30 days.

- Vehicles that have been stolen for a period of more than 30 days.

Which types of cars are exempt from road usage fees in Vietnam?

According to Article 3 of Decree 90/2023/ND-CP, the types of cars exempt from road usage fees include:

- Ambulances.

- Firefighting vehicles.

- Special-purpose vehicles serving funerals, including:

+ Structurally specialized vehicles serving funerals.

+ Related vehicles serving funerals, which are vehicles used exclusively for funeral activities and have a registration certificate in the name of the funeral service unit. The funeral service unit must provide a written commitment that these vehicles will only be used for funeral activities when inspecting the vehicles.

- Special-purpose vehicles serving national defense, including vehicles with license plates: Red background, white embossed letters and numbers with specialized equipment for national defense.

- Special-purpose vehicles of units belonging to the organizational system of the People's Public Security Force, including:

+ Traffic police vehicles with the inscription "CẢNH SÁT GIAO THÔNG" (Traffic Police) on both sides of the vehicle body.

+ Police 113 vehicles with the inscription "CẢNH SÁT 113" (Police 113) on both sides of the vehicle body.

+ Mobile police vehicles with the inscription "CẢNH SÁT CƠ ĐỘNG" (Mobile Police) on both sides of the vehicle body.

+ Transport vehicles with installed seats in the cargo compartment of the People's Public Security Force on duty.

+ Vehicles transporting prisoners, rescue vehicles, emergency vehicles, and other specialized vehicles of the People's Public Security Force.

+ Special vehicles.
