Article 7 of Decree 133/2020/ND-CP (Effective from 25/12/2020) stipulates the food regime for prisoners as follows:
- Prisoners are ensured by the State, with the following monthly quantity standards:
+ 17 kg of plain rice;
+ 15 kg of green vegetables;
+ 01 kg of pork;
+ 01 kg of fish;
+ 0.5 kg of sugar;
+ 0.75 liters of fish sauce;
+ 0.2 liters of cooking oil;
+ 0.1 kg of MSG;
+ 0.5 kg of salt;
+ Other condiments: equivalent to 0.5 kg of plain rice;
+ Fuel: equivalent to 17 kg of firewood or 15 kg of coal.
Food, provisions, and fuel ensure quality and have an average price according to the local market price.
The food regime on holidays, Tet of prisoners is implemented according to the law and Clause 1 of Article 48 of the 2019 Law on the Execution of Criminal Judgments.
Prisoners who work in heavy, toxic, dangerous occupations according to the law have their food quantity increased, but the total amount does not exceed twice the standard daily food.
Based on the requirement to ensure the health of prisoners during detention, labor, and study at the place of serving the sentence, the Head of the prison facility may decide to adjust the food quantity to be suitable with reality so that prisoners can consume the entire standard.
- In addition to the food standards specified in this clause, prisoners can use their own gifts, money to eat more, but not exceeding 03 times the specified food quantity in 01 month for each prisoner and must go through the system of deposits and canteens serving the daily life of prisoners in the detention facility.
- Prisoners are ensured clean, safe food and drink.
- Each section of the prison facility for prisoners has at least one communal kitchen. The standard equipment provided for a communal kitchen serving 100 prisoners includes: 01 food storage cabinet with mesh or glass cover, 03 large pans, 01 small pan, 01 large pot for 03 years of use; various knives, cutting boards, dishwashing basins, strainers, trays, bowls, chopsticks for 01 year of use, and other necessary feeding equipment, utensils, and appliances for cooking and distributing food portions to prisoners.
Feeding equipment for a meal for 06 prisoners includes 01 food tray, 01 rice pot, 01 soup pot for 02 years of use; 02 food plates, 01 dipping sauce bowl, 01 rice scoop, 01 soup scoop for 01 year of use.
Feeding equipment for a prisoner eating separately per serving includes 01 set of 04-compartment plastic food tray or 05-compartment plastic tray for rice and 01 plastic rice spoon for 02 years of use.
- Prisoners are provided with electricity, water for daily use according to the specified standards.
