Based on Article 6 of Decree 120/2017/ND-CP, amended by Clause 3, Article 1 of Decree 113/2021/ND-CP, regarding the clothing and personal belongings policies for detainees and prisoners, it is stipulated as follows:
- Detainees and prisoners are allowed to use clothing, blankets, mats, mosquito nets, and other necessary personal items. If they lack any, the detention facility will lend them according to the standard for each person, which includes: 01 mat; 01 personal mosquito net; 01 pair of slippers; 02 sets of long clothes; 01 warm coat for winter (for provinces from Thua Thien Hue northwards and the five Central Highlands provinces); and 01 blanket (cotton blanket not exceeding 02 kg for provinces from Thua Thien Hue northwards and the five Central Highlands provinces, other provinces and cities will use fiber blankets).
Detainees are provided with: 01 toothbrush; toothpaste not exceeding 20g; 01 face towel; 0.1 kg of soap, 20ml of shampoo. When detainees are transferred to imprisonment, they will continue to use the toothbrush and face towel as per regulations for prisoners.
Prisoners are provided with: 01 toothbrush, 01 face towel for use over 03 months; toothpaste not exceeding 100g for use over 02 months; and each month, 0.3 kg of soap, 70ml of shampoo.
Female detainees and prisoners, if needed, are provided with additional necessary sanitary items equivalent to the value of 02 kg of rice per person per month.
- The detention facility will lend detainees and prisoners standardized clothing, with long-sleeve blouses and trousers with an elastic waistband, without numbers, in blue color.
Thus, detainees will be provided with toothpaste and a toothbrush according to the regulations.
Is there a kitchen in the detention center?
According to Article 5 of Decree 120/2017/ND-CP, regarding the organization of kitchens to serve detainees and prisoners, it is stipulated as follows:
Each detention facility is organized with a kitchen equipped with necessary tools to preserve food and supplies, serve cooking, and provide meals and drinking water for detainees and prisoners according to the location, scale, and actual needs of the detention facility. The organization of kitchens in detention facilities must ensure the correct food rations and food safety and hygiene.
In cases where detention facilities, due to their scale and the number of detainees and prisoners, cannot organize separate kitchens, cooking for detainees and prisoners will be organized in the collective kitchen of the managing unit of the detention facility.
Accordingly, detention centers may have kitchens for detainees and prisoners, depending on the scale of the detention center.
