"Article 31. Receipt and refusal of requests for enforcement of court judgments
- Litigants may personally or authorize others to request the enforcement of court judgments by submitting a written request directly, presenting it orally, or sending the request via postal service. The requester must submit the judgment, decision, and other relevant documents.
The date of the request for enforcement of the judgment is counted from the day the requester submits the request directly, presents it orally, or from the postmark date at the place of sending.

Therefore, you can authorize your sister to request the enforcement of the judgment by submitting a request directly, sending it via postal service, or presenting it orally.
