A summons is a criminal procedure form used in criminal proceedings, so it can only be used by the Investigation Agency or other agencies within the People's Public Security assigned to conduct certain investigative activities. The use of summons must be for the right purpose, for the right subject, and in accordance with the order and procedures prescribed by the 2003 Criminal Procedure Code.
