Are Homeless Individuals Provided with Food and Accommodation Support During the Period of Determining Drug Addiction Status?
Are vagrants entitled to food and accommodation support during the assessment of drug addiction status?
Pursuant to Clause 4, Article 28 of Law on Drug Prevention and Control 2021, the rights and obligations of the person proposed to determine the drug addiction status are as follows:
- The person proposed to determine the drug addiction status has the following rights and responsibilities:
a) To have dignity and honor ensured; to receive support for travel, food, accommodation, treatment of withdrawal syndrome, and any accompanying diseases during the assessment of drug addiction status;
b) To comply with the rules and regulations of the facility determining drug addiction status; to truthfully declare to the medical staff about the history of drug use and the symptoms of drug use;
c) Individuals aged 18 and older, or parents, guardians, or legal representatives of individuals aged 12 to under 18 as stipulated in points a, b, c, and d, Clause 1 of this Article, upon receiving the determination result of drug addiction, are responsible for voluntarily registering for drug addiction treatment as prescribed in Article 28 of this Law or registering for treatment of opioid addiction with substitute medicine in cases of opioid addiction with the People's Committee of the commune where they reside.
Thus, vagrants proposed to undergo drug addiction assessment are entitled to support for travel, food, accommodation, treatment of withdrawal syndrome, and any accompanying diseases during the determination of their drug addiction status.
What stages does the drug addiction treatment process include?
According to Article 29 of the Law on Drug Prevention and Control 2021, the drug addiction treatment process is regulated as follows:
- The drug addiction treatment process includes the following stages:
a) Reception, classification;
b) Treatment of withdrawal, detoxification, treatment of mental disorders, treatment of other medical conditions;
c) Education, counseling, behavioral and personality rehabilitation;
d) Therapeutic work, vocational training;
e) Preparation for reintegration into the community.
Mandatory drug addiction treatment must ensure all stages specified in Clause 1 of this Article; voluntary drug addiction treatment must ensure the completion of stages specified in points a, b, and c of Clause 1 of this Article.
The Government of Vietnam shall provide detailed regulations on this Article.
