Are Elderly Inmates Exempt from Labor While Serving a Prison Sentence?
According to the provisions of Articles 32 and 33 of the Criminal Enforcement Law 2019 regarding policies and the organization of inmate labor:

Based on the age, health, gender, sentence duration, nature, and severity of the inmate's criminal behavior; the conditions of land, resources, industries, professions, equipment, means, supplies, and capital managed by the prison; the specific conditions of the prison; and the ability to cooperate with organizations and individuals to organize labor for inmates, the Warden of the prison will develop an annual labor organization plan for inmates and submit it to the criminal enforcement administration agency under the Ministry of Public Security and the criminal enforcement administration agency under the Ministry of National Defense for approval.
The annual labor organization plan for inmates must include the following basic contents:

According to these provisions, and other related regulations, there are no cases where inmates are exempt from labor. According to the annual labor organization plan for inmates, inmates will be organized to work according to their age, health, gender, sentence duration, etc., while the plan will also list the number of inmates eligible to work according to the provisions of the law or not eligible.
Inmates who are not eligible to work, for whom it is not possible to organize and assign work, may not be required to work in such cases.
