Where Can Medical Doctors with a General Practitioner Degree Be Licensed to Practice Pharmacy?
Article 11 of the 2016 Pharmaceutical Law stipulates the positions requiring a pharmaceutical practice certificate, including:
- Person in charge of pharmaceutical expertise at a pharmaceutical business establishment.
- Person in charge of quality assurance at a drug manufacturing facility, raw materials for drug production.
- Person in charge of clinical pharmacy activities at healthcare establishments.
Article 13 of this Law stipulates the conditions for granting a pharmaceutical practice certificate as follows:
- Have qualifications, certificates, or professional certifications (hereinafter collectively referred to as professional qualifications) granted or recognized in Vietnam suitable for the job position and pharmaceutical business establishment including:

University degree in general medicine;
…
- Have practical experience at a pharmaceutical business establishment, the pharmaceutical department of a healthcare facility, a specialized pharmaceutical training school, a pharmaceutical research facility, a drug testing facility, raw materials for making drugs, a pharmaceutical management agency, or a representative office of a foreign trader operating in the pharmaceutical field in Vietnam (hereinafter collectively referred to as a pharmaceutical facility); healthcare facility appropriate to the expertise of the practitioner.
- Have a health certificate issued by a competent medical facility certifying sufficient health to practice pharmaceuticals.
- Not falling into any of the following cases:
+ Being prosecuted for criminal liability, serving a sentence, or subject to a court's judgment or decision; during the period of being banned from practicing, banned from doing work related to pharmaceutical activities according to the court's judgment or decision;
+ Restricted in civil act capacity.
Thus, when you have a University degree in general medicine and meet the above conditions, you can be granted a pharmaceutical practice certificate for the following positions:
- Person in charge of pharmaceutical expertise at a pharmaceutical business establishment.
- Person in charge of quality assurance at a drug manufacturing facility, raw materials for drug production.
- Person in charge of clinical pharmacy activities at healthcare establishments.
