      Based on Article 3 of Decree 56/2011/ND-CP (supplemented by Article 1 of Decree 05/2023/ND-CP and amended by Clause 7, Article 147 of Decree 96/2023/ND-CP), the healthcare sector's preferential allowances for officials and healthcare professionals are as follows:

      [1] A 70% preferential allowance applies to regular officials and public employees directly engaged in the following tasks:

      - Testing, examination, treatment, and care for patients with HIV/AIDS, leprosy, tuberculosis, and mental illness;

      - Forensic medicine, forensic psychiatry, and pathological anatomy.

      [2] A 60% preferential allowance applies to regular officials and public employees directly engaged in the following tasks:

      - Emergency examination, treatment, and care for critically ill patients, emergency resuscitation, emergency medical services (EMS), and infectious diseases;

      - Testing and prevention of infectious diseases;

      - Medical quarantine at the border.

      [3] A 50% preferential allowance applies to regular officials and public employees directly engaged in anesthesia, intensive care, active treatment, pediatrics, detoxification, burns, and dermatology.

      [4] A 40% preferential allowance applies to regular officials and public employees directly engaged in preventive healthcare, testing, diagnosis, infection control, patient care, functional rehabilitation, medical examination, traditional medicine, pharmaceuticals, cosmetics, food hygiene and safety, medical equipment, and reproductive health at public healthcare establishments and rehabilitation centers for disabled veterans and special needs individuals, except for cases specified in clauses 1, 2, and 3 of Article 3 of Decree 56/2011/ND-CP.

      [5] A 30% preferential allowance applies to the following officials and public employees:

      - Regular officials and public employees directly engaged in health education and communication, population and family planning;

      - Managers and non-healthcare officials and public employees serving in specialized institutions, hospitals, and centers in the fields of HIV/AIDS, leprosy, mental health, pathological anatomy, and forensic medicine.

      [6] For officials and public employees not directly engaged in healthcare, healthcare professionals serving in administrative and non-clinical roles in healthcare establishments in general (excluding those specified in point b of clause 5 of Article 3 of Decree 56/2011/ND-CP), and healthcare public employees serving in specialized positions in agencies, units, and schools, the head of the unit shall consider and decide the allowance based on the nature of the work and available resources, but not exceeding 20% of the salary level, leadership position allowance, and seniority allowance (if any) of the eligible individual.

      [7] The preferential allowances for preventive healthcare public employees and basic healthcare public employees apply from January 1, 2022, to December 31, 2023, as follows:

      - A 100% preferential allowance applies to regular public employees directly engaged in preventive healthcare (including medical quarantine) at commune health stations, district health centers, regional polyclinics, maternity homes, district, municipal health centers, and district-level hospitals.

      - During the period of preferential allowances for preventive healthcare public employees and basic healthcare public employees, the provisions stated in point c of clause 2 of Article 3 of Decree 56/2011/ND-CP and the provisions for regular public employees directly engaged in preventive healthcare specified in clause 4 of Article 3 of Decree 56/2011/ND-CP do not apply.
